The primary purpose of this position is to serve as a swimming instructor, lifeguard, develop and administer a swimming program.
This is a Temporary position not to exceed 12 Months.
Duties
Organize, coordinate, promote, schedule, develop lesson plans and conduct swimming lessons, swimming meets, administrative duties, special events and daily activities to address differing needs of patrons.
Oversee day-to-day operation of swimming facility and enforce safety rules and regulations.
Rescue and resuscitate individuals in danger of drowning and renders first aid to injuries.
Ensure that facility appearance is maintenance and that building, and grounds are in proper repair.
Participate in required in-service training, maintain currency, capability, and certification to perform lifesaving and water rescue, administer basic first aid, CPR, and provide water safety instruction for the activities and skill levels taught

- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment and participation in random drug testing
- Travel and relocation expenses will not be paid
- This position is subject to provisions of the DoD Priority Placement Program
- Position requires pre-employment screening for swimming ability, rescue skills and CPR skills
- If position is identified as having “regular contact with children” (e.g. youth swim lessons instructor) in accordance with public law, a criminal background check must be completed

- Must satisfactorily complete a pre-employment physical before entrance on duty, unless otherwise exempt
- May be required to work other than normal duty hours which may include evenings, weekends and/or holidays
- May provide advice and guidance (e.g., orientation, lesson plans, etc.) to lower grade lifeguards
- Some physical exertion required in effecting a swimming rescue. Must be able to lift and carry 45 pounds and over. Work conditions involve sitting, standing or walking however, bending, lifting, pushing, pulling, kneeling or reaching is required.
- Participation in required in-service training and maintenance of physical capabilities to perform rescues throughout the period of employment are conditions of employment for this position.
- All certifications must remain current during the period of employment.
- Must possess a current and valid nationally recognized lifeguard certification covering lifesaving and water rescue methods, skills, and procedures. Lifeguards on coastal beaches must also have surf-rescue training specified in AFI 34-110.
Qualifications
In order to qualify, you must meet the general or specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Standard for Technical and Medical Support Positions.
Applicants must have at least six months of general and six months of specialized experience in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and which are typically in or related to the position of Recreation Assistant. General Experience is any type of work that demonstrates the applicant's ability to perform the work of the position, or (2) experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. Specialized experience is experience gained while performing work that included (1) group leader, counselor, or similar work in public and private recreation programs for adults or children such as summer camps, local playgrounds, YWCA and YMCA clubs, Boy Scouts and Girl Scouts, urban community centers, or resort recreational activities; (2) teacher's aide in elementary school recreation or physical education program, with emphasis on development of general recreational skills and abilities; (3) aid or assistant assignments in recreation while on active military service; (4) aid or assistant in the organization and administration of recreation activities, such as preparing activities calendars, maintaining attendance records, and providing information concerning schedules and activities; (5) summer aid in a State or national park, with duties related to the recreational activities of visitors to campsites, trails, picnic areas, nature and raft centers, and boating and fishing areas (e.g., demonstrating camping techniques and park safety, conducting nature tours, and overseeing farm animal areas provided for children) (6) sales or stock clerk in a recreation supplies and equipment shop; (7) aid or assistant in the issuance of authorized property, and in the maintenance of inventory control and accountability for such property in a recreation facility; or (8) aid or assistant in a hotel or resort recreation service, with duties such as setting up areas for games, tournaments, and other organized group recreational activities.

EDUCATION: Successful completion of 2 years of study above high school that included at least 12 semester hours in courses related to recreation (e.g., basic psychology, group dynamics, physical education, arts, and crafts, etc.). NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR OFFICIAL TRANSCRIPT.

Instructor certification
Basic First Aid certification
CPR certification (including adult, child, and infant procedures)

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a variety of lifesaving, first aid, CPR, water safety instruction and associated techniques and procedures as would be acquired through previous experience.
2. Knowledge of swimming and water safety instruction techniques and methods.
3. Knowledge of a variety of swimming facility rules, work procedures, equipment, and materials.
4. Ability to plan and organize a swimming program, to swim and rescue swimmers of all age, and perform CPR to adults, children, and infants.
5. Ability to communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
