Serves as a Safety and Occupational Health Manager providing services to a variety of customers and plans, directs, coordinates, and evaluates agency programs. Managed programs require the application of safety unusual or complex criteria to eliminate or control serious hazards encountered in the construction, operation, and maintenance of a wide variety of agency-facilities including hospitals, clinics, and laboratories.

Duties

Duties include but are not limited too: Independent decisions that require resourcefulness, initiative, and mature judgment based upon experience to deviate from, extend, modify, or adapt safety methods and practices in developing solutions or alternatives to problems where precedents are not directly applicable. Proposes plans that are well-developed and account for potential difficulties with alternative solutions and approaches. Plans, directs, and conducts continuing reviews and evaluations of the program's effectiveness and its consistency with established policy, with OSHA, and with other Federal or applicable statutes. Provide information on related work being performed that would influence safety and occupational health projects, and furnishes general instructions as to the scope, objectives, priorities and limitations for which responsible. Proposes solutions for meeting long-range objectives. Directs administrative support services to ensure that inquiries, correspondence, and actions for the area of responsibility are addressed appropriately. Provides advice and guidance on the interpretation and application of administrative directives and instructions. Analyzes management plans to determine the impact on administrative processes. Assures that all the Medical Service Memorandums and procedures are current and applicable, including annual safety plans and review, infectious Control Plans, and Medical Center Memorandums and Standard Operating Procedures (SOPs). Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy. Review completed work for overall approach, soundness of recommendations, and adequacy in meeting requirements. Manage complex projects to collect, analyze, and present safety data on appropriate topics from a variety of traditional and nontraditional sources. Identifies existing or potential problem areas, their primary causes, and initiates the necessary corrective actions and countermeasures. Make decisions independently that require resourcefulness, initiative, and mature judgment based upon experience to deviate from, extend, modify, or adapt safety methods and practices in developing solutions or alternatives to problems where precedents are not directly applicable. Provide guidance to internal and external customers concerning safety initiatives that are generally complex but apply existing technologies. Employs sound and effective communication and interpersonal skills for foster teamwork and employee morale and to facilitate problem and conflict resolution. Available for consultation and advice where significant deviations from standard practice must be made and gives the customer more detailed instructions when distinctly new criteria or new techniques are involved. Investigates problems of considerable complexity and finds non-obvious solutions and us investigative techniques to address unexpected issues and their anomalies; to reach sound safety compromises. Identify and analyze safety and occupational health problems sufficient to recommend program changes that solve complex problems and challenges requiring new or modified concepts and theories. Make decisions independently that require resourcefulness, initiative, and mature judgment based upon experience to deviate from, extend, modify, or adapt safety methods and practices in developing solutions or alternatives to problems where precedents are not directly applicable. Conduct safety and health studies and investigations, analyze findings, make recommendations, prepare reports, and related skill in organizing and delivering briefings to pertinent parties to encourage an understanding and acceptance of findings and recommendations. Plan, develop, and execute a variety of new safety projects and assessing their effectiveness. Provide technical advice and guidance to the regional or agency organizations and managers concerning difficult or unusual safety and occupational health issues. Resolves issues containing conflicting information and explores alternatives to meet project needs. Influence and persuasion when participating in conferences and meetings to achieve a common understanding of the problem and arriving at a satisfactory solution. Make recommendations, prepare reports, and related skill in organizing and delivering briefings to pertinent parties to encourage an understanding and acceptance of findings and recommendations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023. THIS IS A 120 DAYS DETAIL OPPORTUNITY Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. *****INDIVIDUAL OCCUPATION REQUIREMENT***** Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR, Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. OR, Certification: Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience. In addition to meeting the Individual Occupation Requirement, you must possess 1 year (52 weeks) of Specialized Experience at the GS-11 grade level as defined below. You may qualify based on your Specialized Experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
