Duties
This position is in the Office of Chief Counsel, Division Counsel (Small Business/Self Employed) (SB/SE). The Deputy Area Counsel is responsible for assisting the Area Counsel in providing effective supervision and management throughout the geographic area. The incumbent serves as a chief legal advisor with respect to legislation, regulations, and interpretation and application of rulings and opinions pertaining to the uniform interpretation and application of Federal tax laws involving the filing of schedules C, E, F, and/or form 2106, as well as corporations, S corporations, and partnerships with assets of less than $10 million.
As a Supervisory General Attorney (Tax) - Deputy Area Counsel, you will:
Provide, through subordinate supervisory attorneys, leadership to the Small Business/Self Employed practice groups within the geographic area. Advise the Area Counsel on strategies for implementation of Division Counsel (SB/SE) goals designed to enhance compliance with the tax laws. Maintain current knowledge of Division cases and decisions in order to assist Area Counsel assuring nation-wide consistency of approach to and resolution of cases at the practice group level. Resolve problems in the operations of field offices, elevating issues to the Area Counsel or Division Counsel (SB/SE), as appropriate, to assure Counsel- and IRS-wide consistency of resolution.
Implement Division Counsel (SB/SE) performance measures and program goals for providing legal services within the SB/SE organization and monitoring Area accomplishments to assure continued focus on mission-directed activity. Contribute to the setting of Area business strategy and goals in alignment with overall organizational and research strategy and reinforce measures to ensure that performance and program goals, strategies, and organizational policies are clearly communicated to employees.
Coordinate closely with appropriate IRS Area Director(s) and staff to ensure that all legal services are provided in a timely and responsive manner. Recommend implementation of operational policies and procedures designed to improve the delivery of legal services within the geographic area. Coordinate closely with Area Counsel in exercising ongoing responsibility for the overall management of geographically dispersed tax litigation groups in the Area. Direct staff in providing day-to-day legal advice to client IRS SB/SE Area Director(s) and to other IRS and Chief Counsel offices within the assigned geographic area, and in providing timely, quality support through litigation, field advice, training, and other initiatives. Work closely with, and provide Area-wide legal assistance to, IRS Appeals offices dealing with SB/SE issues.
Assist Area Counsel with the overall management of the Area offices. This includes assuring continued coordination, control, and direction of the offices so that the organizational objectives, policies, procedures, and programs are implemented effectively; assuring that subordinate supervisors operate as an effective management team, and delegating sufficient authority and providing a supportive environment for subordinates to manage their resources effectively and seek continuous improvement through creativity and innovation; assuring that all management functions are being handled equitably and in a manner that is responsive to the needs of the client; and assuring sound position management policy and taking positive steps in support of all merit system principles.

To qualify for this position of Supervisory General Attorney (Tax) - Deputy Area Counsel, you must meet the qualification requirements listed below by the closing of this announcement:
Basic Requirements for Supervisory General Attorney (Tax) - Deputy Area Counsel:
Possess at least the first professional law degree (LL.B. or J.D.) from a law school accredited by the American Bar Association; AND
Applicants must be an active member in good standing of the bar of a State, U.S. Commonwealth, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico.
GS-15 Experience Requirements:
1 year of general professional legal experience from any area of expertise; plus
3 years of professional legal tax experience.
Professional Legal Tax Experience is defined as thorough and comprehensive professional knowledge and understanding of Federal tax statutes and regulations, and Internal Revenue Service policies and decisions, particularly as they relate to tax laws affecting individuals filing schedules C, E, F and/or Form 2106 as well as corporations, S-corporations, and partnerships with assets of $10 million or less. At least one year of this experience must be equivalent to the work performed at the next lower grade/level position in the federal service (GS-14). Note: Only experience gained after Bar Admission may be credited as Professional Legal Experience.
Education Substitution: An LL.M. degree in the field of the position (tax, GLS-related, or P&A- FOIA/Disclosure related field) may be substituted for the one year of the general legal experience listed above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
Time in Grade Requirement for GS-15: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
