THESE ARE NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITIONS. These National Guard positions are for THREE WS-8852-11 AIRCRAFT MECHANIC SUPERVISOR (TITLE 32), PD Number D0735000 in SPMD 4621 and are part of the MO Army Aviation Support Facility Whiteman AFB. APPOINTMENT FACTORS: These are Indefinite/Permanent (may retain current tenure if on-board) Excepted Service positions. These are non-bargaining positions. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

Plans weekly or monthly work schedules and sequence of operations. Establishes deadlines and priorities based on established general schedules, methods and policies. Determines skills, materials and equipment required to do the work. Participates in the initial planning of current and future work schedules and development of budget requests. Assigns tasks to be performed. Explains work requirements, methods, and procedures. Instructs subordinates on new procedures or methods and provides assistance on difficult or new problem areas. Reviews work in progress or on completion. Makes adjustments as necessary to effectively and economically accomplish the work. Notes and investigates work related problems and independently implements corrective actions. Recommends and participates in the selection of personnel to fill vacancies. Sets performance requirements and makes formal and informal performance appraisals. Counsels employees on problems. Takes informal corrective action on conduct or performance problems. Initiates proposals for disciplinary action where needed. Schedules and approves leave of subordinates. Ensures that regulations governing safety and housekeeping are observed with appropriate protective clothing and equipment being utilized. Maintains production reports and records. Initiates or participates in review and improvement of work methods, organizational features, and the structuring of positions. Performs the non-supervisory work of the function as needed. Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. Performs other duties as assigned.

Requirements

  • If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status.
  • If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status.
  • Management has the right to convert this position to permanent status without re-advertising.
  • Indefinite employment can be terminated with a 30 day notice.

  • This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • May be required to successfully complete a probationary period.

  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Minimum Military Grade - Warrant Officer: WO1 (W-1) Enlisted: SGM (E-9) Warrant Officer - Branch 15 Enlisted - CMF 15, 91, 92 or 94 Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess experience, education or training which demonstrates your ability to provide technical assistance and organize assignments for subordinates; estimate materials and manpower needed for specific jobs; read and interpret blueprints, diagrams, schematics and technical publications; and maintain records and reports. WS-11 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience which demonstrates your ability to plan and organize work assignments directly or through one or more subordinate leaders and/or supervisors. Experience reviewing work requirements and establishing priorities to meet deadlines; knowledge of various lines of work performed by the function and associated support organizations and dealing effectively with other people. Experience supervising through subordinate supervisors, or the potential to perform such duties as evidenced aby the ability to communicate, skill at applying human relations techniques, knowledge of general supervisory concepts, knowledge of shop processes; and adapt existing equipment and techniques to new situations.
