The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
Lead analysis and evaluation of interagency (i.e., whole-of-government) and National Intelligence Program (NIP) programs and resources.
Plan, schedule,and initiate activities regarding the examination and analysis of budget requests and execution data to ensure accuracy and consistency with National and Intelligence Community (IC) strategic priorities, compliance with guidance, regulations, laws, and usage of sound budgeting and financial management practices.
Initiate, cultivate, and maintain productive working relationships with interagency resource officers, mission experts, and senior leaders across the IC and interagency in order to facilitate a transparent exchange of CT resource information and associated mission impacts, and promote a proactive approach to future resource decisions.
Work with the IC CFO to draft and coordinate CT related budget justification materials for NIP Programs and enable timely delivery to Congress.
Prepare input to support Congressional budget testimony, Congressional queries, questions for the record, and Congressionally Directed Actions.
Develop, monitor and track Programmatic Actions for the CT mission in DNI Intelligence Guidance. Present findings, conclusions, options, and recommendations to senior management.
Must have experience producing written reports, issue papers, and other products that are clear, logical and concise in a timely manner.
Conduct initiatives to maintain a comprehensive awareness of analytical and statistical methods; conduct independent evaluative studies of cross-cutting IC issues and techniques to assess program effectiveness.
Qualifications
Extensive knowledge of budget formulation, programming, and budget execution processes for IC programs, a defense agency, or a military service.
Ability to apply analytic and diagnostic techniques, conduct data analysis, and produce clear, logical, and concise products and recommendations to address resource issues.
Possess superior oral and written communication skills.
Must have 1-2 years of relevant experience and the ability to implement recommendations and solutions.
Demonstrated organizational and interpersonal skills, ability to manage competing priorities, negotiate, build consensus, and work effectively in a team environment.
Demonstrated ability to work effectively with senior leadership to build consensus on contentious issues and to foster a collaborative work environment across the ODNI, IC, and mission partners.
Ability to conceptualize, organize, and draw inferences from incomplete data and present a compelling analysis of findings and issues; ability to identify, articulate, document, and mitigate knowledge gaps or alternatives approaches.
Demonstrated ability to develop effective professional and interpersonal relationships with peers and colleagues in the IC and U.S. Government and mission partners.
Bachelor's degree or equivalent experience as determined by mission specialty area.
Familiarity with US Government planning, programming, budgeting and evaluation processes, including the IC, DOD, Office of Management and Budget, and congressional budget processes and procedures.
Previous experience in government resource management or financial management fields within the DOD Intelligence Community, other government agencies or private industry.
At least two year's of experience in producing strategic assessments or resource analysis.
