This position is located in the Department of Homeland Security, U.S. Coast Guard, Coast Guard Recruit Training Center, Training Division, Cape May, NJ.
Duties
The purpose of this position is to provide expertise, advice, and recommendations regarding the processes used to analyze, design, develop, implement, and evaluate both traditional and innovative performance improvement systems, and interventions to include alternate delivery methods.

Qualifications
Qualifications for GS-11:
One year of specialized experience equivalent to at least the GS-09 level is required;
OR Ph.D. or equivalent doctoral degree in education or a subject area related to the position;
OR 3 full years of progressively higher level graduate education leading to such a degree in education or a related area;
OR LL.M., if related.
Education and experience may be combined to meet qualification requirements.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
