Duties
Serves as principle contact for general concessions information, including reporting formats and deadlines, status of solicitations, procedures for competing for concessions contracts or applying for permits.
Ensures that reporting provisions of contracts and permits are met by concessioners.
Provides support for the development of prospectus documents, requests for proposals, requests for bids, reports, correspondence, etc.
Provides information on administrative functions and procedures.
Uses computers and appropriate software for data collection, analysis, collating, and preparing of reports and other documents.
Duties will be developmental in nature when filled below the full performance level.
Area Information: Established on January 29, 1915, Rocky Mountain National Park is a living showcase of the grandeur of the Rocky Mountains. The park embraces 415 square miles of pristine, uninhabited mountains in north-central Colorado and, as such, is one of the most spectacular, yet easily accessible high mountain areas in North America. With elevations ranging from 7,800 feet at park headquarters to 14,259 feet at the summit of Longs Peak, the park has glacier-sculptured valleys, rugged gorges, alpine lakes, and vast areas of alpine tundra. Trail Ridge Road, the highest paved continuous road in the United States, stays above tree line for 11 miles and reaches 12,183 feet in elevation. Elk, deer, bighorn sheep, moose, coyotes, and smaller animals are found throughout the park, as well as threatened and endangered species, such as the Greenback Cutthroat Trout and Boreal Toad. Due to the park's easy accessibility to the Front Range communities of Colorado, Rocky experiences over 4 million visitors annually. This position will be filled on the east side of Rocky Mountain National Park. The nearest community is Estes Park, CO, which has K-12 schools, a post office, restaurants, medical facilities, and grocery stores. Denver, CO which has a major airport, cultural events, and several professional sports teams is a two hour drive away.
Government housing may be available on a temporary or permanent basis. Housing assignments are made through a bid process.
Qualifications
All qualifications must be met by the closing date of this announcement-09/28/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors) that shows the competencies needed to successfully perform the duties of this position. This experience includes: Provide clerical and administrative assistance for a work group; Log and track incoming complaint letters and response due dates pertaining to a concessions or similar office; Maintain files, handbooks, manuals, directories, and mailing lists for a concessions or similar office; Distribute required information to internal and external stakeholders upon request; Use word processing software to prepare written documents and reports that are concession related using established templates. You must provide hours per week worked on your resume.

EDUCATION: Successful completion of at least four (4) years of education above high school (120 semester hour or 180 quarter hours) leading to a bachelor's degree in any field for which high school graduation or the equivalent is the normal prerequisite. The education must have been attained in an accredited business, secretarial or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. If you are using education to qualify you must submit a copy of all your transcripts. (A copy of your official transcripts will be required before entrance on duty, if selected).

Successful completion of a combination of education and experience as described above. Only education in excess of the first 60 semester (90 quarter) hours is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours/45 quarter hours) beyond the second year is equivalent to six months of specialized experience. For example, 6 months of specialized experience (50% of the specialized experience) and 90 semester hours (135 quarter hours) of education (50% of the education requirement) would qualify an applicant for this position. To qualify for this position at the GS-06 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one (1) full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors) that shows the competencies needed to successfully perform the duties of this position. This experience includes: Responding verbally or in writing to inquiries or complaints pertaining to concession operations (e.g., rules and regulations, reporting formats and deadlines, status of solicitations, contract provisions, procedures in competing for concessions contracts or applying for permits, etc.); Preparing reports, prospectuses, fact sheets or other documents in accordance with required procedures and formats; Compiling, tracking and maintaining data related to commercial services and concessions using automated systems and databases; Assists management with collection of rates and service information from outside businesses to be used in rate comparability studies; Tracking basic financial information related to contracts, utility bills, fees, payments, etc. and resolves or clarifies any conflicting data. You must provide hours worked per week on your resume.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
There is no substitution of education for experience at the GS-06 grade level of this announcement.
