The Intimate Partner Violence Assistance Program Coordinator (IPVAP-C) is a Senior Licensed Professional Mental Health Counselor (LPMHC) Program Coordinator whose primary responsibilities are to provide program development; Veteran, family, Caregiver and staff education on intimate partner violence; community outreach; resource development; continuous quality improvement activities; come clinical evidence based services, including: assessments and interventions; and evaluation/consultation.

Develops policies and procedures for program operation and prepares reports and statistics for facility, VISN, and national use. The incumbent may be responsible for the program's budget and various control points assigned to the program within the assigned areas. The incumbent manages and controls the use of data related to these programs regarding day to day functioning and program evaluation. In conjunction with the Deputy Service Chief/Service Chief, plans, organizes and directs administrative, operational, Veteran and personnel activities for the service. Duties of the position include, but are no limited to: Develops and implements the Intimate Partner Violence Assistance Program specific to their area of assignment and insures compliance and collaboration with local facility and the VA Central Office Intimate Partner Violence Assistance Program initiatives. Administers information and analytical systems to evaluate and enhance the quality of service provided to Veterans, families, Caregivers and VA employees impacted by intimate partner violence. Develops and implements information systems to track service activities including visits, referrals, demographics, equipment utilization and Veteran satisfaction. Develops implements and evaluates clinical guidelines and protocols to establish appropriate utilization of services. Participates in direct Veteran, family, Caregiver, and VA employee contacts to identify and assess risk, safety, supports and the development and application of directed clinical treatment interventions. Creates educational tools, develops programs and implements training focused on specific IPV needs/issues. Provides education and in-service training to VAMC employees, Veterans, families and Caregivers. Provides ongoing consultation and support to colleagues regarding IPV assistance. Develops and facilitates support groups (face-to-face or VANTS telephone line) and educational programs. Distributes educational materials provided by VA, local, state and national IPV organizations. Conducts Veteran, family, Caregiver and VA employee interventions to facilitate the identification of intimate partner violence, psychiatric illness, emotional distress and social needs as treatment issues. Provides referrals to VA medical and mental health treatment and to other VA services including VA benefits, as well as community-based social services and other non-VA entitlement programs. Provides referrals or consults, or in some cases direct admission of a Veteran to other VA programs, as clinically indicated. Serves as the major consultant for information on negotiating the complex processes Veterans, their families, Caregivers and VA employees encounter when interacting with government and community agencies. Collaborate with the Patient Aligned Care Team (PACT), Mental Health and Geriatric, and Primary Care clinicians to provide Veteran and staff education on intimate partner violence. Develop a library of IPV assistance information material for distribution through the various inpatient/outpatient and specialty clinic settings. Educational material must be specific to the age group serviced in the clinic. Develops and fosters relationships with community partners to assist with system navigation, maintain collaboration and coordinate services. Provides outreach presentations to community social service agencies, military Guard and Reserve units, Veteran Service organizations and other groups on VA IPV assistance programs and services. Coordinates the events and programs for the annual Domestic Violence Awareness Month every October that includes announcement and advertising of month long activities, mobilization of participants, educational sessions, and VA IPV Assistance programs. Develop a data monitoring system to measure the efficacy of the program. Collects, analyzes and reports program data to local management, VISN Intimate Partner Violence Assistance Program Coordinator Lead and the National Intimate Partner Violence Assistance Program, Care Management and Social Work Service, Office of Patient Care Services. Evaluates program progress and outcomes and utilizes data to continuously modify and improve the program and processes. Performs a wide range of services and provides technical assistance to state, local, and private agencies, and universities. Performs program analysis, development, review, research, design, and contact work as possible with various agencies. Must have and maintain a valid unrestricted driver's license. Other duties as assigned by management.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure: Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. Loss of Licensure: Once licensed, LPMHCs must maintain a full, valid, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment. Loss of licensure will result in removal from the GS-0183 LPMHC occupation and may result in termination of employment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Senior Licensed Professional Mental Health Counselor, GS-12 Experience, Education, and Licensure: In addition to the basic requirements, candidates must have at least one year of progressively complex LPMHC experience equivalent to the GS-11 grade level. Senior LPMHCs must have five years of post-licensed experience that demonstrates possession of advanced practice skills and judgment, demonstrating progressive professional competency and expertise and be licensed to provide clinical supervision to trainees or unlicensed LPMHCs. Demonstrated Knowledge, Skills, and Abilities: In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: Advanced knowledge of and mastery of theories and modalities used in the specialized treatment of complex mental illness. Ability to incorporate complex multiple causation in differential diagnosis and treatment of veteran patients, including making psychosocial and psychiatric diagnoses within approved clinical privileges or scope of practice. Ability to determine priority of services needed and provide specialized treatment. Advanced and expert skill in a range of specialized interventions and treatment modalities for Veterans with complex needs. This includes individual, group, and/or family counseling, or psychotherapy and advanced level psychosocial, and/or case management interventions used in the treatment of Veterans. Ability to coordinate the delivery of specialized psychosocial services and programs. Ability to design system changes based on data. Ability to provide subject matter consultation to colleagues and trainees on the psychosocial treatment of patients, rendering professional opinions based on experience, expertise and role modeling effective clinical skills. Ability to teach, mentor staff and trainees, and provide supervision for licensure or for specialty certifications. Ability to engage in written and oral communication with leadership/staff and community stakeholders regarding policies, procedures, practice guidelines, and issues pertaining to the practice of the profession. Preferred Experience: Experience with intimate partner violence services and experience providing trauma-informed care. References: VA Handbook 5005, Part II, Appendix G43 The full performance level of this vacancy is GS-12. The actual grade at which an applicant may be selected for this vacancy is GS-12. Physical Requirements: Work is primarily sedentary. May require prolonged standing, moderate walking, and manual dexterity. Requires carrying light items such as books, files, or laptop computer.
