This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is Interdisciplinary position and may be filled by any of the following series: Architect 0808, Civil Engineer 0810, Mechanical Engineer 0830, General Engineer 0801, or Electrical Engineer 0850. This position is with USACE, Tulsa district, Engineering and Construction Division.
Duties
Serve as Project Design Manager, responsible for the overall management, control, coordination and execution of assigned projects.
Coordinate the planning, design, cost engineering, construction, and environmental considerations, etc., for engineering design projects.
Serve as the district's primary point of contact for assigned projects requiring design management.
Serve as the central source of information and as a manger during the process of the design work in answering questions, identifying and resolving problems.
Review and makes progress and other reports, partial and final payment estimates covering the A-E services.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450
- Certification as a Facilities Engineering Level III is required to be obtained within 24 months of entrance on duty.
- Serves as a member of the Acquisition Workforce
- State Registration as a Professional Engineer or Architect is a requirement of this position.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience at the GS-13 Level: One year of specialized experience which includes 1.) Develop cost estimates for A&E construction contracts; 2.) Negotiate A&E construction contracts or modifications to approved construction contract; 3.) Manage project budgets, milestones, cost engineering or environmental considerations; 4.) Provide status updates to stakeholders on project execution; or 5.) Develop project milestones or scopes of work in support of a construction contract.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service or equivalent (GS-12)
Education
