In this position you will serve as a senior professional electrical engineer, performing operations and maintenance (O&M) duties in support of the Air Force industrial production mission at 412th Test Wing Operating Location Air Force Plant 42.

Performs O&M engineering involving maintenance, repair, upgrade and operation of electrical circuits, equipment and systems to infrastructure facilities, including utility systems, at a large and complex industrial production plant utilizing a professional knowledge of electrical engineering. Determines short- and long-range requirements for replacement of existing complex and major electrical systems, equipment,etc. Performs preliminary electrical engineering analyses on large and complicated projects. Through surveys, research and investigations, determines what needs to be done to ensure systems and facilities meet current and future mission requirements; improve reliability, flexibility and maintainability; resulting in lower energy consumption. Serves as a consultant on all electrical engineering aspects of O&M projects and provides electrical engineering support to trades and crafts shops and all Plant 42 Branches. Provides professional consultation on a wide range of difficult electrical engineering issues and problems. In conjunction with the primary duty of O&M, on a less frequent basis, performs work in the construction management,design and programming/base development functions. Complies with health, safety and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

  • The employee must have graduated with a bachelor's degree in Engineering from an Accreditation Board of Engineering and Technology (ABET) accredited college or university.
  • The work requires the employee to access facilities and infrastructure which may require climbing on, crawling under or extensive walking at construction sites, hard hat areas.
  • Other indoor/outdoor industrial complex areas in various weather conditions.
  • May be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.
  • May be required to participate in exercises and real world emergency response scenarios as a member of a team to evaluate facility conditions.
  • Employee must have a valid state driver's license and will be required to obtain and maintain a flightline driver's license.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualifications Standards for Professional Engineering Series, Individual Occupational Requirements located here. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experience in this positionperforming as an Electrical Engineer and Project Manager for facility project planning and programming of difficult and complex new construction, renovation, and improvement projects of real property facilities and infrastructure, including utility systems at 412th Test Wing Operating Location Air Force Plant 42. Knowledge, Skills and Abilities: 1. Knowledge of a broad range of professional engineering concepts, principles, practices, techniques and methods in building design and construction process, and an extensive familiarity with engineering disciplines;knowledge of aesthetic and functional design techniques; preparation of preliminary drawings, sketches and construction drawings; and a broad range of architectural and construction standards, methods, practices,techniques, materials and equipment to determine compliance with federal, state and local codes and regulations. 2. Knowledge of a broad range of program planning and budgeting cycles, financial control and budget systems,and management; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; and automated data processing concepts, systems capabilities and economic usage to effectively accomplish assigned functions. 3. Knowledge of health, safety and environmental requirements as outlined in applicable standards, regulations,and/or technical orders. 4. Ability to use initiative and resourcefulness to research, analyze, interpret and apply rules, regulations and procedures in a variety of situations and recommend timely and economical solutions. 5. Ability to plan, lead and record site/facility surveys and inspections. 6. Ability to plan, lead and organize work and coordinate with other engineering disciplines; and to communicate effectively, both orally and in writing and maintain good working relations in a persuasive manner as a senior engineer. 7. Ability to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends related to comprehensive planning issues.

Education

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than firstyear physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

ombination of education and experience: collegelevel education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
