This Senior Executive Service (SES) position is in the Office of Chemical Safety and Pollution Prevention (OCSPP), Office of Pollution Prevention and Toxics (OPPT), New Chemicals Division (NCD). About OCSPP.
This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. Partial work-from-home flexibilities may be authorized.
Duties
Within the Office of Chemical Safety and Pollution Prevention (OCSPP), the Office of Pollution Prevention and Toxics (OPPT) evaluates risks of chemicals, requiring and promoting risk reduction and responsible risk management practices through the life cycle of these chemicals. OPPT promotes pollution prevention activities and the design, development, and application of safer chemical processes and technologies in the industrial sector and provides the public with information about releases of toxic chemicals in their communities in order to improve chemical safety and protect public health and the environment. The New Chemicals Division (NCD) in OPPT, under the supervision of the Director, is primarily responsible for implementing Section 5 of the Toxic Substances Control Act (TSCA), assessing and managing the potential risk to human health and the environment from chemicals that, if approved, will be new to the marketplace. The Division functions as a gatekeeper to identify conditions, up to and including bans on production, to be placed on the use of new chemicals before they enter commerce.

Qualifications
The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.
All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.
As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors individually will result in your application being disqualified. TQ 1 - Demonstrated experience managing a diverse organization consisting of technical interdisciplinary staff to support regulatory and non-regulatory programs, including programs in which permits or approvals must be issued on a required timeline.
TQ 2 - Demonstrated experience providing leadership and direction for conducting chemical risk assessment and developing risk management options in a data-poor environment.
