This position is located in the Bureau of Land Management, Branch of Procurement Management, and conducts pre-award and/or post-award contracting activities to procure diverse customer requirements covering a wide range of construction, technical services, and/or equipment.

Duties

Major Duties include, but are not limited to: Providing formal advertising and/or negotiated methods of contracting support and guidance to Bureau/Agency customers and team members (i.e., lower graded contract specialists). Conducting pre-award and/or post-award functions using a wide range of contracting methods and types to procure purchases (e.g., price redetermination provisions, cost reimbursement, contracts with incentive provisions in supplies, systems, services, equipment, and/or construction). Conducting work on contracts that are administered typically for terms of six months to ten years or those having short but very stringent time-frames. Drafting replies to other Bureaus/Agencies, appeal boards, or Congressional inquiries for management review and approval.

In order to qualify you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. Basic Requirement, Contracting Series, 1102: A. Have completed a 4-year course of study leading to a bachelor's degree with a major in any field. NOTE: You must submit copies of your college transcripts (official or unofficial). OR B. Have completed at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: You must submit copies of your college transcripts (official or unofficial). OR C. Occupied and continue to occupy a GS-1102, position within the Federal Government since January 1, 2000. Note: You must provide a copy of your SF50 demonstrating that you occupy and continue to occupy a GS-1102 position. You may need to submit more than one SF-50. Additional Qualification Requirement, GS-11: In addition to meeting the Basic Requirement listed above all applicants must meet one of the following Additional Qualification Requirements: Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Preparing acquisition plans that include all relevant acquisition planning elements; (2) Providing acquisition guidance to customers on contracting matters; (3) Terminating contracts by negotiation or determination; and (4) Drafting replies to other agencies or Congressional inquiries for management review/approval. NOTE: Your resume must indicate how you meet this requirement. OR Education: Have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree or LL.M.,from an accredited college or university in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: You must submit copies of your college transcripts (official or unofficial). OR Combination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify).
