This position serves as an Electrician for the Sioux Falls VA Healthcare System located in Sioux Falls, SD. The incumbent is assigned a wide variety of duties of a journeyman electrician involving installation, modification, repair, troubleshooting, and preventive maintenance and testing of complex electrical systems, circuits, equipment, appliances, controls, components, lighting fixtures and fire alarm systems.
Duties
Major duties include but are not limited to:
Troubleshooting, repairing, maintaining, modifying, installing, testing, and inspecting all electrical devices, systems, components, and other electrical equipment.
Reading amperage, tests phase rotation, and frequency requirements to distribution panels, switchgear, power and control circuits, industrial multiphase systems and other similar systems.
Constructing and installing EMT and rigid conduits.
Pulling in conductors, phase out and connect conductors.
Troubleshooting distribution circuits and generating and controlling equipment to locate and correct the causes of outages and improper operation.
Making emergency cutouts and substitutions of power lines and equipment.
Checking conditions of transformers, switches, capacitors equipment, and cables.
Planning and lying out the routing, placement type, size, gauge, balance, load, continuity, and safe operation of electrical lines, circuits, systems, equipment and controls.
Operating, testing, troubleshooting, and repairing emergency and stand by generator power systems.
Performs other duties as assigned.
Work Schedule: Monday-Friday, 8:00am to 4:30pm (work hours may be further discussed during interview)

Critical Skills Incentive (CSI): This occupation is being considered for a Veterans Health Administration enterprise-wide Critical Skills Incentive (CSI). Candidates may be eligible for a lump sum CSI. The amount of lump sum CSI is determined based on appointment date and may be pro-rated as determined by the end date of the CSI. Eligible candidates will be required to sign a service agreement agreeing to an obligated service period and failure to complete the obligated service period may result in a debt for the unearned portion of the CSI.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. To be found at least minimally qualified for the position of Electrician at the WG-10 level, your application and supporting documents must demonstrate the critical knowledge, skills, and abilities that are essential for satisfactory job performance. For this position, the ability to do the work of the position without more than normal supervision is prime. Examples of qualifying specialized experience include but are not limited to: working independently as an electrician; utilizing knowledge of electrical theory and National Electrical Code requirements; installing, modifying, repairing, and loading new and existing electrical lines, circuits, systems, and associated fixtures, controls, and equipment; using instruments and tools common to the electrical trade; reading and following wiring diagrams and blueprints to install or repair electrical equipment; using a variety of hand and power tools; and utilizing testing equipment.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Working Conditions: Electricians are exposed to a variety of weather conditions, both in winter and summer, in making repairs and installations on exterior work sites. During emergency repairs, extremes of bad weather are sometimes present. Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant orders. Occasionally, the incumbent will be required to work in the vicinity of asbestos containing materials. The incumbent will be required to wear appropriate personal protective equipment as necessary to accomplish assigned tasks in a safe manner.
