The primary purpose of this position is to serve as an Industrial Engineering Technician in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position, all training must be completed and regulatory requirements met prior to promotion.
Duties

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): Specialized Experience (for positions at GS-4 and above): Examples of qualifying specialized experience include:
Experience that involved work measurement, simplification, and standardization.
Methods analysis and improvement.
Analysis and design of work center facilities and equipment.
Planning and control of industrial operations.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes performing developmental assignments of moderate difficulty where work procedures are established, and a number of specific guidelines exist. Must be able to assist with solving problems when available from the supervisor or a higher-graded specialist. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Successfully completed one full year of graduate education in courses related to the occupation. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience which may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
SPECIALIZED EXPERIENCE FOR GS-08: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes assistance with planning, designing, analyzing and improving resource planning and control through development of production processes, labor standards and material standards. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Successfully one and a half years of graduate level education in courses related to the occupation. Note: You must submit a copy of transcripts

COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience which may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts
SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes serving as an independent planner for all resources planning and control through development of production processes, labor standards, methods time measurement (MTM) studies, and material standards; and applying technical competencies to perform complex assignments. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic principles, concepts, and practices of Industrial Engineering Technician (i.e., production material requirements, work sequences, machinery and manpower requirements for aircraft operations).
2. Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in Industrial Engineering (i.e. work measurement, methods improvement, engineered time standards, layout design and cost analysis).
3. Skill in communicating factual and procedural information clearly, orally and in writing.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Ability to plan and organize work, and consult effectively with co-workers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
