The primary purpose of this position is to serve as functional Supply Specialist, responsible for evaluating, analyzing, and reporting the performance of the supply Service Provider (SP).

Duties

Serves as the Primary Supply Accountable Officer for SP-managed supplies and equipment accounts (FB/FE) and the Primary Munitions Accountable Systems Officer (MASO) for SP-managed conventional munitions account (FV). Serves as the Supply Operations Performance Management Specialist (PMS) for Supply functions to ensure the BOS SP provides services IAW PRD and/or contract requirements. Interfaces with Service Provider (SP) personnel, Base Operating Support (BOS) and Performance Management Office (PMO) oversight personnel, and customers to discuss/resolve problematic issues, solicit feedback/expectations, and determine changing mission support requirements. Independently establishes performance management plans and a systematic pattern of actions necessary to ensure that SP operations are satisfactorily meeting wing mission goals and specifications detailed in the PRD and/or contract. Responsible for analysts of SP and government customer satisfaction surveys, impact on mission accomplishment, and effectiveness of complaint systems.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft. An uncommon tour of duty may be required with occasional overtime requirements to survey SP operations during different shifts.
  • Must achieve qualification for MASO appointment IAW AFI 23-111 within 18 months.
  • Must achieve qualification for Fuels Responsible Officer appointment IAW AFI 23-111.
  • Must achieve qualification for Supply Accountable Officer appointment IAW AFI 23-111.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Supply Program Management Series, 2003. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of laws, regulations, policies, procedures, techniques, and methods of assigned specializations and functions; knowledge of a wide range of well-established and commonly applied supply principles, concepts, and methodologies of a difficult and complex supply program and its operations. Knowledge of structure, contents, codes, internal and external interfaces, update procedures and customers/users of automated supply systems and databases. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Knowledge of the Supply Management Activity Group {SMAG), Air Force Stock Fund. Knowledge of laws, regulations, policies, procedures, techniques, and methods regarding supply specialization and functions. Knowledge of distribution facilities and storage management functions and techniques. 2.Knowledge of the Air Force Standard Base Supply System (SBSS) retail supply and fuels organizational capabilities, limitations, and technical characteristics; supply policies, procedures, doctrine, and interrelationship with other logistic disciplines; procedures for operating budget preparation and supply data system. 3.Knowledge of the principle, functions, processes, and techniques of management/program management. Knowledge and experience in applying qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of supplies, equipment., munitions, and fuels programs. Knowledge of fuels, munitions and supplies/equipment programs and the laws regulations, policies, procedures, techniques and methods in order to assess service provider performance. 4. Ability to gather, assemble, and analyze facts, draws conclusions, devise solutions to problems, and identify changes and trends and to interpret specialized documentation and descriptions pertaining to equipment and supplies. Skill in conducting studies and investigations. problem analysis and developing logical and effective recommendations. 5. Knowledge of contract administration principles and practices to monitor contract performance and to solve problems relating to contract modifications, progress, and other payments and similar problems. 6. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through courteous and diplomatic treatment, and respect of others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
