The United States Attorney's Office (USAO) for the Eastern District of North Carolina (EDNC) is a unit of the Department of Justice, with its headquarters office in Raleigh and a smaller, satellite office on the coast in Wilmington. The USAO is led by the United States Attorney, who serves as the chief federal law enforcement official in the District. Duties

If selected for this position, you will join a well-respected team that is responsible for providing human resources services to the employees of the United States Attorney's office for the Eastern District of North Carolina. Typical work assignments will include: Planning, developing and administering a comprehensive Human Resources (HR) Program in accordance with existing rules, regulations, policies, and procedures. Advising Senior Management on the full range of human resources functions, analyzing issues, and devising recommendations for improvements. Planning, developing, and administering an effective recruitment and retention program. Providing guidance on position management and classification of positions. Providing advice and assistance on performance management. Overseeing employee training and development needs. Serving as the technical expert on all aspects of the personnel/payroll system. Serving as technical authority regarding compensation and leave administration. Maintaining personnel records and processing personnel actions. Administering a benefits program. Administering the personnel security and background investigation program and exercising demonstrable good judgement, discretion, and tact in handling confidential matters.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
  • You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.

Qualifications

GS 12: To be eligible at the GS 12 level, you must meet one full year of specialized experience as defined below. Specialized Experience: One full year of specialized experience equivalent to the GS 11 level. Specialized Experience is defined as providing comprehensive management advisory and technical services in regard to Federal Civilian Human Resources laws and regulations; applying analytical and problem solving methods and techniques; and presenting findings or recommendations related to staffing and recruitment and one or more of the following areas: position classification, performance management and recognition systems, compensation and leave, employee benefits or processing, records management and administration. Examples of specialized experience include: advising management on recruitment methods and strategies; performing complex position analysis to determine position requirements and area of consideration; preparing and reviewing position descriptions; reviewing performance elements and standards and awards for regulatory propriety and support of organizational goals; providing advice on basic pay, premium pay and leave administration laws and regulations; providing advisory services and assistance to employees, managers and beneficiaries in the administration of federal employee retirement, group life insurance, health benefits, and Thrift Savings Plan programs; administering a personnel records management program to ensure accurate processing and recording of all personnel actions. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
