About the Position: Work under the general supervision of the Division Chief, Business Operations Division who outlines general objectives regarding the administrative and operations of the Government Furnished Property (GFP) program. Provide technical advice and assistance to Contract Specialist/Contract Administrators regarding GFP administered under various Government contract types.

Duties

Administer property management systems of varying complexity ranging from simple to complex which involve numerous line items with substantial quantities in different types of property, including property of a consumable nature, (i.e., material,). Contact contractor to review and discuss contractor's property management system. Review contractor's property management system to determine if proposed procedures and controls are in compliance with both regulatory and contractual requirements. Resolve significant problems or noncompliance by advising and assisting, when applicable, the contractor operational elements with reviewing their methods, procedures and processes. Provide guidance to the contractor to facilitate proper and timely corrections of system deficiencies.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes 1) conducting reports of loss, damaged, or destruction of assigned property; 2) reviewing internal guidance, contracts, or regulations to identify established property management or control procedures; AND 3) reviewing contracting documents for property management to ensure compliance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
