Duties
This position is within the Cheltenham Training Division (CDT), Office of Cheltenham Operations (OCH) under the National Capitol Region (NCR) Training Operations Directorate and located in Cheltenham, Maryland. The mission of the division is to train law enforcement officers and agents in the proper techniques of operating law enforcement motor vehicles. The purpose of this position is to serve in a Lead capacity over a group of driver instructors involved in planning and conducting classroom, laboratory, and/or field instruction sessions as part of the driver training programs. The position also serves as a lead instructor and subject matter expert in one or more of the driver training programs. Typical assignments include:

- Shift work may be required.
- Overtime work may be required.
- This position is designated as Emergency Essential. You will be required to sustain FLETC operations in the event of a localized situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations or services.
- Position is subject to the Lautenberg Amendment - persons convicted of misdemeanor crimes of domestic violence are prohibited from occupying this position.
- You will be required to undergo pre-appointment and random drug testing for illegal drug use. Employment is contingent upon favorable results.
- You must be able to meet job-related medical and/or fitness standards. You will be subject to an initial and annual physical examination that measures your visual, hearing, and physical acuity.
- Must be able to obtain and maintain FLETC Law Enforcement Instructor certification within 12 months of employment.

SELECTIVE PLACEMENT FACTOR: In order to be considered for this position you must:
A. Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws; -OR-
B. Have held a federal civilian position in the 1801 occupational series.
In addition to the Selective Placement Factor, you must possess at least one year of specialized experience equivalent to the GS-12 grade level performing the following:
1. Leading/overseeing/performing driver training instructional duties (evaluating other officer/agents) as a collateral duty.
-OR-
2. Leading/overseeing/performing the research, development, modification, and instruction of basic and advanced law enforcement training curriculum in the driver topical areas to include: emergency response (ER); non-emergency vehicle operation (NEVO); traffic Stops; pursuits; evasive driving; and/or, precision intervention techniques.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps and AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: Secondary Administrative Law Enforcement Officer retirement coverage is being offered for this position.
Transfer Requirement for CSRS: To be eligible for secondary coverage, an employee must: • Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND • Be continuously employed in a secondary position since moving from a primary position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause) and/or voluntary breaks in service that began prior to January 20, 1988.
Transfer Requirement for FERS: To be eligible for secondary coverage, an employee must: • Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND • Have completed 3 years of service in a primary position, including any such service during which no FERS deductions were withheld; AND • Be continuously employed in a secondary position since moving from a rigorous position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause).
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Upon completion of the temporary promotion or detail, the incumbent will be returned to a position comparable to his/her permanent position, grade, and pay in the same or successor Division/Office and geographic location. The employee's basic pay will be set at the rate received prior to being temporarily promoted, regardless of length of the temporary promotion. Pay rate shall include any within grade increases the employee would have received in their permanent position.
Time-in-Grade: Current FLETC employees must have served 52 weeks at the GS-12 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.
