Duties
Plans work to be accomplished by subordinates, establish priorities and prepare schedules for completion of work.
Provides advice and guidance on more complex/difficult matters of the military processing realm, provides instructions and guidance for operation of the automated system.
Oversees subordinate Military Pay Technicians or through Lead Military Pay Technician, oversees the accomplishment of technical work with policy, directives, regulations, and reporting requirements.
Makes decision, issues instructions and provides guidance for work performed. Defines standards for work and prepares instructions for its accomplishment.
Responsible for process improvement, through ongoing analysis of customer needs to increase productivity and quality.
Performs internal personnel administration and management tasks. Certified position descriptions, develops performance plans and prepares performance appraisals.
Gives informal training and cross-training on military pay entitlements, regulatory guidance, finance operating procedures and transactions processing.

Qualifications
GS-08: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as reviewing and processing a wide variety of military payroll transactions, determining entitlements, examining and verifying all documents for propriety, completeness and accuracy, reviewing and processing final actions to resolve various complicated military payroll problems or issues using variety of techniques.
GS-09: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-08) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as applying expert-level knowledge of a large body of military pay rules, procedures and operations sufficient to process pay actions requiring audits, corrections, and adjustments of several interrelated aspects of military pay, sufficient to provide leadership, training and support to others responsible for this work, experience must include applying expert-level knowledge of related payroll systems sufficient to take necessary intervention and bypass of normal automated systems and procedures, and resolve issues within the automated systems.
Time In Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-08, applicants must have served 52 weeks as a GS-07 or higher in the Federal service. To be considered for the GS-9, applicants must have served 52 weeks as a GS-08 or higher in the Federal service.
Education
GS-08 Substitution of Education for Experience: Eighteen months of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
