Duties

The primary purpose of this position is: To develop planning products and provide analytical support to United States Strategic Command (USSTRATCOM) for deliberate, contingency, and crisis action planning efforts in support of national strategic deterrence and theater-level objectives; to assess target characterization in order to support all types of planning efforts; to develop contingency planning efforts and support time-sensitive planning efforts; to develop and maintain assigned portions of command Operational Plans (OPLANs) and Contingency Plans (CONPLANs); to maintain strategic planning and analysis systems, tools, and software; and to control, inventory, store, review, publish, and disseminate all classified material produced and received for USSTRATCOM/J53. Duties: Serves as a senior subject matter expert (SME) in operational target development and leads other SMEs in multi- entity and/or matrixed command, component, and agency target coding teams. Evaluates and maintains theNational Target Base (NTB). Serves as the Security Manager and Security Classification Guide (SCG) Responsible Agent for the J53 Nuclear Mission Planning Division and the J531 Nuclear Mission Plans Branch.

Conditions of Employments: (cont'd) This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and the misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment Positions series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of the military adaptive planning process and national strategic planning guidance; Expert knowledge of analytical and evaluate methods for determining the effectiveness of various courses of action pertaining to strategic operational plans and nuclear targeting; Knowledge of the military command structure, missions, programs and organizational relationships and program goals/ objectives; the sequence and timing of key issues and milestones; and methods of evaluating the effectiveness of targeting solutions for Command, NATO, and other CCMDs; Expert knowledge of the operational context of relevant facilities designated for targeting by national and command directed guidance and of all target sets sufficient to develop critical recommendations for target optimization in support of national strategic war plan target analysis, development, and the selection of applicable facilities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of national targeting philosophies, strategic targeting principles, operational planning applications, target system analysis and development methods and techniques, and the military adaptive planning process. Knowledge of national intelligence functions, and information flow sufficient to apply the knowledge to operational planning and targeting processes. In-depth knowledge of national nuclear and non-nuclear weapons policy, DoD target selection guidance, and physical vulnerabilities with regards to strategic targeting and their application to strategic weaponeering sufficient to develop an effective target selection strategy. Advanced knowledge of processes and procedures associated with the implementation and execution of nuclear war plans, to include in-depth knowledge of the National Command Authority, Executive Branch relationships and agreements, DoD, the Joint Staff and department structures and relationships. Knowledge of specialized security methods, processes, rules, regulations, and principles sufficient to provide technical guidance and assist in security administration. Ability to organize and lead functional teams tasked to originate new planning and nuclear targeting ideas, projects, and methodologies. Ability to execute projects and/or studies within established financial and/or critical time constraints. Ability to conduct comprehensive quantitative, qualitative, and comparative analysis targeting solutions and future target base assessments.Ability to communicate effectively, both orally and in writing; negotiate complex issues; maintain good working relations; and maintain a high degree of tact and diplomacy. Ability to develop and conduct both formal and informal training sessions designed to aid assigned personnel and contribute to personal professional growth. In-depth knowledge of Security Classification procedures and expertise in identifying and evaluating large amount of data/documents for proper classification to protect information accordingly. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
