The Interior Designer is responsible for planning, implementation and operational management of a complete Interior Design program for a VA organization. This requires planning and coordinating the activities of other individuals, commercial vendors and serving as a liaison with the same.

Duties

***THIS IS NOT A VIRTUAL POSITION; YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties and responsibilities include, but are not limited to, the following: Provides complete, from concept to installation, interior design services for the organization to include satellite facilities Provides plans, consultation, advice, specifications, and designs for virtually all spaces involved in new construction and/or renovation Reviews Architect/Engineer submittals for compliance with VA regulations and facility design criteria Influences design of new construction from conception through activation by an in-depth knowledge of use requirements and availability of furnishings to fulfill these requirements Prepares operating budget, floor plans and space layouts, finish schedules, presentation boards and submittals, and accurate cost-estimates Develops and maintains a schedule of short and long range interior improvement projects Originates orders for furnishings, window treatments, patient cubicle curtains, wall coverings, floor coverings, wall art, lighting, ceiling treatments, casework, and all other interior design-related accoutrements Performs other duties as assigned. Work Schedule: Monday through Friday, 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for AD HOC telework. Telework eligibility will be discussed during the interview process. IN ORDER TO QUALIFY FOR THIS POSITION AT THE GS-11 GRADE LEVEL, YOU MUST MEET THE FOLLOWING: SPECIALIZED EXPERIENCE: You must possess one (1) full year of specialized experience equipped with the particular knowledge, skills, and abilities to successfully perform the duties of the Interior Designer position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience is experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment; Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings; Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public; Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context; Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE.) ~OR~ SUBSTITUTION OF EDUCATION FOR EXPERIENCE: You must have successfully completed a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in interior design or other field that included or was supplemented by at least thirty (30) semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, eighteen (18) semester hours should be considered as satisfying the one (1) year of full-time study requirement. (COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION) ~OR~ COMBINATION OF EDUCATION AND EXPERIENCE: You must have an equivalent combination of successfully completed graduate education and specialized experience to meet total qualification requirements for an Interior Designer. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE AND COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION) You will be rated on the following Competencies as part of the assessment questionnaire for this position: Interpret Instructions, Specifications (includes blueprint reading)Planning and EvaluatingProject Management IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
