Duties

You will prepare construction contractor and architect-engineer performance evaluations after completion of facility projects. You will identify developmental and training needs of employees by arranging for needed development or training. You will execute plans within cost and schedule constraints to ensure adherence to performance or budgetary requirements. You will direct large-scale construction projects with many and different types of contractual work being performed simultaneously. You will develop architect-engineer program execution schedules to verify progress is made within established timeframes.

• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license or registration with your application package. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Working closely with project leader through all phases of design, pre-award and construction; 2) Providing accurate field office projections for design and construction workload to determine resource requirements; 3) Utilizing command eTools applications (including eProjects and eContracts) for design, project management, and construction as needed to manage workload and to provide status updates; and 4) Evaluating Project Management and Engineering Branch (PMEB) metrics as it relates to overall project schedule, cost impacts, and quality control/quality assurance efforts to maximize effectiveness of Capital Improvements Business Line (CIBL) deliverables and support. Education

Applicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above).

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Applicants for the, GS-0808- Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a bachelor's or higher degree in architecture.

OR

Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR

Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
