The primary purpose of this position is to ensure installation compliance with Community Planning guidance and regulations. In this position you will perform comprehensive planning functions including Encroachment Program Management, Air Installation Compatible Use Zone (AICUZ) Program Management, Strategic Basing and Installation Optimization.

Provide comprehensive planning support to the installation. Works with regional planning manager to develop, set specific objectives, and evaluate performance for installation level community planning programs to ensure compliance with pertinent Department of Defense (DoD), Air Force (AF), and/or other governmental policies, directives, instructions, applicable laws, agreements, and criteria established by Congress.
Develops guidance for the implementation of the Interagency/Intergovernmental Coordination for Community Planning, as it pertains to the Installation Development Plan (IDP), Air Installation Compatible Use Zone (AICUZ) studies, transportation studies, individual construction projects, etc.
Provides consultation and advisory services in support of comprehensive planning administrative issues.
Validates and recommends for approval installation comprehensive planning program evaluations for mission changes, unit realignments, reports, and correspondence submitted by higher headquarters, lateral or subordinate regions, and installations.

- Telework may be authorized. Up to 60% telework possible (must reside in the local area)

- 2 years’ experience in community/area planning desired
- Fundamentals of Engineering or Engineer in Training certification desired
- Experience in Project Management including generating Statements of Work, Individual Government Estimate (IGE), Request for proposals, and technical evaluations for projects
- Experience in use of Engineering and Project software such as RS Means and MS Project
- Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall
- Employee may be required to participate in Operational Readiness Exercises and Major Accident Response Exercises
- Employee must have a valid state drivers license and will be required to obtain and maintain a Secret security clearance
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, All Professional Engineering positions located here
Basic Requirements
1. Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. NOTE: You must submit a copy of official transcripts
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
2. Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. NOTE: You must submit a copy of official transcripts
AND
In addition to meeting the basic requirement above, to qualify for this position applicant must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade NH-02, or equivalent in other pay systems. Examples of Specialized experience is experience in professional environmental principles, practices, techniques, and procedures to effectively perform project development, execution, training, and advisory services, experience in troubleshooting environmental problems requiring investigation of unsanitary or questionable conditions, and experience in Federal, State, and local laws, regulations, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices; health, safety, and security practices. NOTE: You must submit a copy of official college transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the NH-02 level is required to meet the time-in-grade requirements for the NH-03 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of professional planning theories, concepts, standards, and methods as well as current U.S. planning laws and regulations, DoD, and AF instructions, policies, directives, and applicable agreements.
2. Knowledge of construction and service contracting procedures relevant to executing comprehensive planning contracts.
3. Skill in Air Force programming, budget, and funding processes in order to forecast, develop, and evaluate resource requirements pertaining to comprehensive planning.
4. Skill in professional planning and community organization channels to use in obtaining or disseminating information
5. Ability to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends related to comprehensive planning issues.
6. Ability to effectively communicate via a formal briefing or in a public speaking forum and to develop concise written technical information appropriate for any specific audience.
