This position serves as Deputy Assistant Director, Administrative Operations within Homeland Security Investigations (HSI). HSI's Administrative Operations supports critical functions that support the efficient use of HSI resources while also supporting HSI's strategic goals. The incumbent is expected to independently plan and direct all mission support activities and functions and provide expert advice to management regarding these areas of responsibility and their impact on the HSI mission.

Duties

As Deputy Assistant Director, Administrative Operations, you will be responsible for: Independently planning and directing the mission support and management functions and working directly with high-level managers on various Homeland Security Investigations (HSI) activities or programs. Providing leadership for the following functions: budget/finance; recruitment, staffing and personnel administration; resources management. Information technology and infrastructure management; mission support training; workforce development; long and short-term strategic planning; FOIA administration and implementation; development and oversight of all HSI administrative policies, procedures, and delegation orders; and coordination of all congressional and public strategies related to HSI resources. Overseeing and reviewing the expenditure of appropriated funds on a regular basis and assuring effective expenditure of these funds. Developing plans and financial estimates for each HSI program for the annual ICE Departmental Budget submission. Providing executive level guidance to field and headquarters managers in resolving disputes concerning program priorities and direction and deciding courses of action. Developing, evaluating, and implementing policy for the agency-wide investigative and administrative programs. Providing executive level direction in planning long-range activities and conducting extensive evaluation of program goals and objectives and directing adjustments to assure each complies with the rapidly changing and expanding agency mission. Collaborating with both internal and external resource management stakeholders.

(1) BASIC QUALIFICATIONS: As a basic requirement for entry into the Senior Executive Service (SES), you must have progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising a large number of employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as: Directing the work of an organizational unit; Ensuring the success of one or more specific major programs or projects; Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and Supervising the work of employees, developing policy and other executive functions. If your experience does not include these basic qualifications, you will not be determined qualified for this position. (2) EXECUTIVE CORE QUALIFICATIONS (ECQs): The Fundamental Competencies within the following five ECQs are also a part of the selection criteria for SES positions. The ECQs were developed to assess executive experience and potential and do not evaluate technical expertise. ECQs measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. However, ALL CANDIDATES must submit narrative responses for the Technical Qualifications listed below. (3) TECHNICAL QUALIFICATIONS - Mandatory 1. Knowledge and experience in formulating and implementing results-oriented policies, strategies and solutions to achieve organizational goals and objectives. 2. Demonstrated experience leading administrative programs (e.g. budget formulation and execution, workforce management/human resources, asset management, performance management and analysis, etc.) for a large federal organization operating nationally and/or globally with particular emphasis on developing and implementing performance objectives, metrics and measures. 3. Demonstrated leadership ability including ability to frame strategic issues for executive decision-making, ability to communicate complex concepts in a clear and concise manner, both written and orally, and ability to partner with a diverse group of professionals to achieve mission success.
