Duties
Collaborate with Indigenous Peoples/American Indian advocacy groups or organizations to conduct scientific research projects and seek opportunities for mutual benefits.
Use interest-based negotiation to resolve conflict, negotiate agreements, and achieve goals related to tribal participation and inclusion in scientific research.
Prepare recommendations for tribal or federal organizations to ensure equity and inclusion of tribal concerns in the field of Indigenous Traditional Ecological Knowledge/Native Science/Traditional Knowledge and tribal related research matters
Provide guidance on research criteria, policies, standards, and procedures to both government agencies and/or Indigenous Peoples/American Indian organizations and groups.
Incorporate knowledge of Indigenous Peoples/American Indian treaty rights relative to customs, culture, and traditional use of natural resources and land management practices into tribal related research matters.
Formulate and justify program budget requests; tracking program performance and reviewing accomplishments of field units.
Analyze how program accomplishments are meeting clients’ needs; propose adjustments in projects and activities to increase service to clients; and identify propose ways to eliminate duplication and redundancy in programs.
Identify and mitigate barriers that may exclude American Indian tribes and tribal members’ participation and input into applying indigenous traditional ecological knowledge to tribal related research matters
Requirements

SELECTIVE PLACEMENT FACTOR (SCREEN-OUT): This position requires mastery of, and skill in applying, advanced theories and principles of Indigenous Traditional Ecological Knowledge/Native Science/Traditional Knowledge and tribal related research matters within social science, biological, or physical science to serve as a recognized authority for a full range of significant scientific and non-scientific resource issues. To be considered for this position, your resume and/or transcripts must show experience working in, with and/or for Tribal governments, tribal entities, and/or tribal organizations; understanding of tribal world views, values and/or cultures; and knowledge of American Indian cultures.
To qualify for this position, you must have a minimum of three years of experience working in, with and/or for Tribal governments, tribal entities, and/or tribal organizations that shows understanding of Tribal natural resource management programs, Tribal world views, values and/or cultures and knowledge of Indigenous Peoples/American Indian cultures. This experience or education must be clearly described in your application materials.

BASIC JOB SERIES REQUIREMENTS:
Social Science Series (0101):
Degree: behavioral or social science; or related disciplines appropriate to the position
or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Biological Science Series (0401):
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
or
Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation.
Physical Science Series (1301)
Degree: successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
SPECIALIZED EXPERIENCE REQUIREMENTS:
GS-13: One-year of specialized experience equivalent to at least the GS-12 grade level. To qualify at this level, your experience must clearly show 3 out of 4 of the following:
--Implementing research science programs and projects including programming, budgeting, developing cooperative arrangements, and/or administering a program of work including working with researchers or understands research concepts and methodologies and big picture coordination
-- Applying knowledge of Indigenous Traditional Ecological Knowledge/Tradition Knowledge/Native Science, or tribal research practices and techniques to convey information orally and in writing concerning research work, findings, policies, and programs to key publics with diverse levels of understanding of scientific disciplines, programs and activities.
-- Reviewing and evaluating the effectiveness and efficiency of multidisciplinary scientific research programs related to natural resources, social science, or development programs.
--Initiating high priority special projects, studies, and initiatives that affect critical aspects of research science programs.
GS-14: One-year of specialized experience equivalent to at least the GS-13 grade level. Specialized Experience is defined as ALL of the following:
--Developing, planning, and coordinating research science programs and projects including assessing the adequacy of existing activities, balancing competing priorities, identifying emerging issues and problems, and anticipating need for additional knowledge;
-- Applying knowledge of Indigenous Traditional Ecological Knowledge/Tradition Knowledge/Native Science, or tribal research practices and techniques to convey information orally or in writing concerning scientific topics, policies, and programs to key publics with diverse levels of understanding of scientific disciplines, programs and activities. This may also include providing advice, briefings, assistance and counsel to leadership on responding to the media and/or congressional staff on scientific topics.
--Partnering with clients and collaborators to adapt research program results to create solutions and share learning with other program leaders to improve program integration and accelerate program delivery
--Formulating and justifying program budget requests for a regional level research science program, tracking and reporting program performance and accomplishments, and analyzing workforce capacity, organizational needs, and staffing trends for the program.
