In this position you will serve as Assistant Chief for Fire Prevention planning, directing, and coordinating all activities of the technical services program including a comprehensive inspection program of all on base facilities to detect and eliminate hazards in a high fire expectancy area to include motivation training programs in fire prevention.

As the Assistant Chief of Technical Services, participate in the administration and planning of a comprehensive fire prevention program at the installation.
Plan, administer, and supervise the fire prevention education program.
Review construction and modification plans, confer with engineers, and provide technical/functional assistance on fire prevention and building design criteria.
Perform supervisory personnel management responsibilities.

- Must pass firefighter physical and respiratory mask fit test
- The work requires the employee to drive a motor vehicle. Must have and maintain a valid driver's license.
- Works an irregular workweek of 60 hours, composed of four 9-hour days and one 24-hour day.
- The employee may be required to work rotating shifts which may include evenings, weekends, holidays, and/or one 24-hour shift per week (if required to perform the qualifications of the position changes).
- May be subject to recall.
- May be required to participate in on-scene firefighting duties during emergencies, low-manning periods, or during stand-by hours while on 24-hour shift.
- These duties require heavy lifting and physical exertion.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series located here.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, specialized experience at a level close to the work of this position that has given them the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, one year of the specialized experience must have been equivalent to the next lower grade level (GS-11), pay band or equivalent. Specialized experience is described as (1) Planning and administration of the fire prevention education programs; (2) review and inspect construction and modification plans and renovation projects; (3) ordinarily recognize and arrange for training of subordinates; (4) coordinate activities resulting in full cooperation between the technical services and other base activities; (5) assesses status of fire deficiencies and take appropriate corrective action.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of recognized standards covering fire protection and prevention techniques and procedures; agency and installation manuals, rules, and regulations; and federal, state, and local fire protection/prevention ordinances and building codes.
Knowledge of the theory of fire propagation and progression and the application of accepted techniques and principles to reduce or eliminate hazards in a specialized environment with a high fire expectancy and potential for severity.
Knowledge of the layout, design, construction, and contents of buildings; location of fire protection systems; and other similar characteristics of a typical DOD installation.
Ability to interpret facts, analyze, evaluate, and make sound decisions.
Ability to plan, organize, and direct functions and to mentor, motivate, and appraise the staff of an organization.
Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Additional Conditions:
Must be certified by the DOD Fire Fighter Certification system as Fire Officer III (includes Fire Officer I, II), Fire Instructor II (includes Fire Instructor I), Fire Inspector III (includes Fire Inspector I, II), HAZMAT Incident Commander (includes Hazmat Awareness, Hazmat Operations), and Airport Firefighter (includes Firefighter I, II).
This position may be designated as a key position IAW AFI 36-507. Duties of this position may be locally determined to be essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
Position specific skills and experience desired in a potential candidate:
The position requires 5 years of progressively more responsible fire service experience, including at least five years in a position managing multiple fire prevention programs or in a senior administrative management position.
At least 5 years knowledge of fire prevention principles, methods, techniques, and practices to establish policies and procedures and administer a comprehensive fire prevention program to reduce or eliminate hazards in an environment with potential fire expectancy and severity.
Shows at least 5 years of documented fire prevention and program management experience that defined appropriate actions taken to facilitate inspections, code enforcement and fire protection engineering, public education/training affecting the safety of personnel, property, and the environment.
