You will serve as a Department Acquisition Requirements Planner (ARP) in the Operations Management Division, Range Systems Engineering Department of NAVAL SURFACE WARFARE CTR CORONA DIV.

Duties

You will work directly with all levels of civilian and military contacts within the assigned department, dealing with various elements, both simple and complex, within acquisition execution. You will interface with contacts, to translate technical requirements into Purchase Requisitions (PR) or Simplified Acquisition Procedures (SAP) Technical Data Packages (TDP) consistent with financial and acquisition regulations. You will conduct studies, extrapolate data and make recommendations on substantive operating programs. You will utilize qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. You will be responsible for submitting, monitoring and resolving problems, execution of, and providing status to all levels of contacts in regards to acquisition related tasks and actions. You will be responsible for approving Wide Area Workflow requests and administratively recording acceptance of supplies in WAWF based upon the receipt of required and approved documentation. You will extract, create, and interpret Navy Enterprise Resource Planning, Enterprise Data Warehouse, and SharePoint reports. You will facilitate the development of Technical Data Packages and other acquisition documents as required.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/11 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting statistical analysis of acquisition or property management data to develop reports measuring the effectiveness and efficiency of meeting material management and customer requirements. For the NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-02 (GS-05 through GS-08 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: gathering and analyzing administrative data to identify and resolve issues impacting material management support and customer requirements. Education

Education may be used to substitute specialized experience with the following:For the NT-04 pay band:
  • Successful completion of a Ph.D. or equivalent doctoral degree; OR
  • Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR
  • Successful completion of an LL.M. degree that is related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience. ?
For the NT-03 pay band:
  • Successful completion of a master's or equivalent graduate degree; OR
  • Successful completion of two full years of progressively higher graduate level education leading to a master's degree; OR
  • Successful completion of an LL.B. or J.D. that is related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
