This position is part of the Office of Environmental Management - Portsmouth Paducah Project Office, Department of Energy. As a Contractor Industrial Relations Specialist, you will be responsible for the design and the employment of CHRM strategies across the PPPO complex; plans, organizes, and directs CHRM activities and for formulating programs and determining policies and procedures related to the accomplishment of PPPO CHRM functions.
Duties
As a Contractor Industrial Relations Specialist, you will:
Evaluate effectiveness of crosscutting CHRM operations; and actively institutes adjustments to meet organizational efficiency objectives, quality standards, and procedural, policy and regulatory compliance.
Provide authoritative advice and guidance and a highly specialized skill set to PPPO management, contracting, financial management, HR, legal, and other specialists, contractor management and staff on the interpretation and application of Federal and U.S. Department of Energy (DOE) acquisition regulations, Government Accounting Office (GAO), and Comptroller General decisions pertaining to all phases of contractor industrial relations.
Perform review and analysis of contractor labor relations, for both contractor management, and labor organizations in resolving problems, and developing recommended approaches to PPPO Manager, Deputy Manager, Manager of Contracts and Procurement, and other EM management.
Serve as a technical authority in evaluating the efficiency and effectiveness of human resource management and in proposing approaches and solutions to issues and problems for a complex variety of contract types (e.g., management and integration (M&I), management and operating (M&O) (including research and development), Cost Plus Incentive Fee, and Federal Acquisition Regulation (FAR) contractors and facilities).

- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 level. Specialized experience for this position is defined as meeting 02 of 03 of the following:
Reviewing contractor industrial relation activities for formulating program changes, policies, and procedures.
Analyzing requirements regarding industrial relations activities including the contractor's proposals, negotiation of new or successor contractor approval requests and revisions, contractor labor standards, or attrition rates that affect resources.
Evaluating contractor industrial relations programs, policies or procedures for compliance and alignment with federal labor laws and regulations.
There is no substitution of education for specialized experience at the GS-14 grade level.
