The primary purpose of this position is to serve as Field Studies Program (FSP) Manager and International Military Student Officer (IMSO) in support of students completing training at USAFSAM and the 344TRS DET 2.

Duties

Manages Field Studies Program for United States Air Force School of Aerospace Medicine (USAFSAM)/344TRS Det 2. Plans and executes a Field Studies Program under the directives outlined in AFI 16-105 Joint Security Cooperation Education and Training (JSCET). Provides personal and logistical support to international students. Manages communications with AFSAT and Country Representatives and provides variety of administrative and staff support as needed. Acts as liaison between international students, schoolhouse staff, and branch leadership.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes work supporting military training, international military relations and/or creating and delivering educational lesson plans. Applicant must also have at least 5 years driving experience. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Thorough knowledge of DoD, AF, AFSVA, MAJCOMs policies, regulations, and organizational structure and mission as well as Force Support Squadron principles, practices; functions, and programs to support operations and perform difficult and complex work assignments. Knowledge of analytical and evaluative methods to develop, monitor, and analyze applicable statistical data to track and assess the efficiency and effectiveness of operating programs to meet strategic goals and plan improvements of community services programs. Knowledge of AF standardized procedures and requirements that affect the use of community services programs in order to conduct technical and staff assistance visits, identify problems, and resolve inefficiencies. Knowledge of intercultural competencies and unique dynamics related to social, religious, military and political intricacies related to training in a multinational environment. Advanced skill in applying principles, concepts and practices of occupation sufficient to perform challenging assignments. Advanced skill in effectively communicating written and verbal to include subject matter with significant international and cultural significance. Ability to gather and analyze facts utilizing critical thinking to draw objective conclusions in difficult situations. Knowledge of motor vehicle laws and how to safely operate multi passenger vehicles. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
