This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as working leader of 4, employees in accomplishing trades and labor work. The highest level of nonsupervisory work led is Deckhand, XF-5788-06. NOTE: This position is a Permanent, Full-Time Seasonal Appointment.

Duties

Passes on to other workers instructions received from the supervisor. Handle heavy cables, equipment and machinery. Perform mechanical repairs. Observe common marine practices. Use tools and equipment associated with deckhand duties.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position meets the criteria for random drug and alcohol testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218.
  • Incumbent will be required to operate a surface vessel, whether powered or not, including dredging equipment, when duties include operating, navigating, steering, directing, or sailing the vessel, or operating the spuds on a dredge.
  • Incumbent is required to sign a DA Form 7412, Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under the DOT, Federal Highway Administration Rules on Drug and Alcohol Testing.
  • IAW ER 385-1-40, all employees who are required to maintain a USCG license are required to have a pre-placement physical.
  • Additionally, the employee shall receive an annual screening to confirm the continued state of good health, and the employee shall receive a complete physical, the same as the preplacement physical, every five years.
  • Must have a valid state driver's license.
  • Must possess a current operators license issued by the U.S. Coast Guard covering the size of vessel operated and the reaches of the inland river(s) or portion(s) of the waterway on which the vessel is operated.
  • Minimum of Master 100 Registered Gross Ton license required.
  • During layup periods from dredging operations may be utilized and assigned to other essential work in the District, such as repairs maintenance of plant at the Service Base according to individual qualifications and skills.

Qualifications

Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Deckhand Leader ~ without more than normal supervision. I am skilled in connecting towing or dredging operations, channel patrol and maintenance of aids to navigation. Handle and fasten lines to moor boats, barges and other floating craft, to secure other craft coming along side, and/or in making up and breaking us of tows. Utilizing capstans, winches, ratchets, and other deck equipment as required in accomplishing work. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: Substantial physical effort is required in the handling of heavy cables, equipment and machinery, and when performing mechanical repairs. May lift up to 50 pounds or more. Work may involve long periods of standing, lifting, climbing, walking, and continual hand and eye coordination. WORKING CONDITIONS: Works both inside and outside during a variety of weather conditions and climates, including extremes of heat and cold and heavy rainfall. There is a danger of slipping from floating plant into water with possibility of injury or drowning. On-shore work may involve working in mud, snow, or ice, in dirty or cramped situations.
