This position will support the Federal Government's response efforts to COVID-19.
This position is located in the Maintenance Department of the PHS Indian Health Center, Lower Brule, SD and is responsible for development operation, coordination and maintenance of the Health Center Facilities Management/Safety program.
Duties
Responsible for complete scheduling of all phases of facilities projects including multiple contracts resulting in timely construction of facilities.
Plans and assigns work to subordinates, evaluates work performance, resolves complaints from employees, effects minor disciplinary measures, approves leave etc.
Performs project management, facilities inspections, prepares operation and maintenance manuals, reports and monitors operating plans for all facilities management functions.
Serves as the Project Facilitator in the planning, design, and construction of facilities construction projects.
Qualifications

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-11: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military or other special purpose installations, including planning maintenance activities, and developing preventative maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirement, and supervising operations for conformance with projects plans and performing maintenance of construction work, including estimating material and labor costs for a variety of constriction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete and other type structures ranging from one to two story buildings to larger structure, directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
OR
Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree with major study in engineering, industrial arts, property management, or business administration.
OR
Combination of the specialized experience and education. Total percentage must equal at least 100 percent.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
