This position is responsible for the planning, organizing, directing, evaluating, and management process for VA St. Louis Health Care System (VASTLHCS) programs. This position develops and provides the Executive Leadership Team and Service leaders information on the facility master plan, space management, and activations necessary to integrate Engineering Sections into the mission of the Medical Center.

Duties

The Supervisory Healthcare Engineer (ACPA) makes recommendations to the Chief of Engineering for final approval and has responsibility and accountability for all aspects of the Medical Center Planning and Activation program and oversight. The Supervisory Healthcare Engineer (ACPA) collaborates with operations and program managers to ensure integrated goals and priorities for all projects are met. The list below is not all inclusive of the duties the incumbent may perform. Engineering Program Management and Administration The Supervisory Healthcare Engineer (Associate Chief, Planning & Activation) is responsible for short- and long-term facility planning, space management, space activation, drawing management, signage, and interior design programs. The Associate Chief, Planning & Activation is a key managerial advisor reporting directly to the Chief Engineer. This position is a fully participating technical advisor in significant management planning, policy, and decision-making actions of the Medical Center from a Facility Planning perspective. This position oversees human resources matters for the Planning & Activation section, including development and implementation of succession and workforce plans. The Associate Chief, Planning & Activation identifies and coordinates with key stakeholders to plan and execute complex space activations. Budgeting/Financial Management Work: Forecasts the budgeting and oversees financial management for interior design and activation accounts. The Associate Chief, Planning & Activation identifies functional requirements for current and future programs inclusive of life-cycle costs. Provides advice to management and program personnel on budgetary and finance issues. Interacts and negotiates on adjustments or reprogramming in support of major program changes or requirements. Research and Analysis Work: Provides expert analysis and advice on complex program issues. Based on operations and changing program requirements, identifies relevant issues. Collects relevant information from many varied sources, some of which are difficult to access. Assists with the coordination of all requests for additional resources, working closely with others to pull together comprehensive short-range and long-range plans. Professional Engineering/Architectural Analysis and Advice: Incumbent meets regularly with other Engineers from across the country and VA Leadership from the Office of Capital Asset Management and Engineering Support (OCAMES). Develops and maintains performance monitoring, tracking and reporting systems. This position is responsible for strategic facility planning of the Medical Center, and to develop interim projects that align with strategic goals. Performs Capital Planning Administration Work This position is responsible for development and implementation of the Medical Center's capital improvement program. This position works with medical activities to identify additional space needs and needed renovations. Coordinates and oversees scheduling and layout of operations, inspection and surveillance of materials, methods, and equipment used in construction and renovation managed by subordinate engineers and engineering technicians. Qualifications

Basic Requirements: Citizenship: Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. § 7407(a). Education: Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; OR Evidence of passing the Fundamentals of Engineering Exam with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR Evidence of current professional registration or licensure as a Professional Engineer or Architect from any State, the District of Columbia, Guam or Puerto Rico. English Language Proficiency: Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403 (f). Supervisory Healthcare Engineer, GS-13. Experience: One year of experience equivalent to the next lower grade. Knowledge, Skills and Abilities (KSAs): In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs: (a) Knowledge of data analysis techniques related to managing workload, quality, performance and productivity within the area of responsibility. (b) Knowledge related to the management of overall department resources, (i.e., finances space, equipment, supplies, schedules and staffing) at the local level. (c) Knowledge of the full range of supervisory duties, which include responsibility for assignment of work, performance evaluations, selection of staff, training and development, recommendation of awards, advancements and disciplinary actions. (d) Skill in using effective communication in managing interpersonal relationships, leading and dealing with employees, team leaders, labor representatives and managers. (e) Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems and develop and implement effective solutions that result in efficient operations. (f) Ability to draft and/or recommend local policies and/or directives related to healthcare engineering management. (g) Ability to recognize and assess evolving scenarios, utilizing initiative, self-direction and assigned resources to affect resolutions. References: VA Regulations, specifically VA Handbook 5005, Part IIAPPENDIX G72. HEALTHCARE ENGINEER QUALIFICATION STANDARD GS-0801The full performance level of this vacancy is GS-13. Physical Requirements: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The position must also work outdoors in all types of weather. There may be occasional exposure to moderate risks or discomforts in storage areas or hazardous waste sites. The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle.
