THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a Physician Assistant (Title 32) (Indefinite), Position Description Number D2786000 and is part of the VA Medical Command, National Guard.
Duties
As a Physician's Assistant (Title 32) (Indefinite), GS-0603-12, you will perform the following duties:
1. This position is primarily for administrative medical assessments and readiness functions. Provide subject matter expert, technical, administrative advisory and guidance to customers, command, contractors, National Guard Technicians Civilians, and Active Guard Reserve personnel on all aspects of the state level SRP process. Focus should include having a significant impact on reduction of wait time, streamlining of processes, program effectiveness and efficiency. Establish criteria for obtaining follow up laboratory tests, X-rays and or other diagnostics based on exam type and purpose from an authorized treating provider. Perform soldier evaluations including physical examinations to determine if the standards of AR 40-501 are met in response to Commander requests (e.g., Fit for Duty Evaluations, specialty exams for schools and positions). Establish clear and concise communication with the referring provider as necessary. Ensure COCOM guidance criteria and waiver submission accordingly IAW AR policy document and profile temporary limitations in the member's medical record.
2. Uses clinical skills and knowledge to complete comprehensive medical and physical assessments, and preventative medical services for assigned soldiers IAW with prescribed regulations, policies, and orders. Consult and coordinate with multi-disciplinary care professionals internal and external to the organization to assist member to obtain optimal medical benefit. Performs complete exam history including records, lab and imaging evaluation and performs exams and requests through treating provider, appropriate ancillary studies and referrals as required. Interface with units assigned to the State, and other civilian or military medical treatment facilities, Case Management professionals, Physical and Medical Evaluation Board members, etc. regarding member's medical status.
Administers comprehensive medical assessments, physical assessments, and preventive medical services to soldiers. Performs comprehensive physical assessments of soldiers to include full physical assessments, significant past medical and surgical history, family history, social history, recording/reviewing current medications, and immunization history. Requests, and interprets laboratory tests related to Individual Medical Readiness (IMR). Requests, evaluates, and applies the findings of radiological studies. May prescribe readiness medications/vaccinations IAW with state, territory, or the District of Columbia licensing, credentialing and privileging and standing military orders from COCOM or other lawful Army order. When needed, request consultations to assist on interpretation of abnormal studies and discusses the interpretation of abnormal studies with the member's treating provider. Reviews civilian and military medical provider documentation and/or referrals to determine appropriate military medical management of soldiers and required referrals including, but not limited to, operational dispositions.
3. Incumbent participates in Medical Retention Determination Point (MRDP) packet preparation, profiling, and Nonduty Related Physical Evaluation Board (NDR PEB) Narrative Summaries (NARSUM). Provide medical and clinical guidance for Military Occupational Series (MOS) Administrative Retention Review (MAR2) Boards for Soldiers who are medically retained through the medical board process but can no longer remain in their current MOS. Serve as medical representative for Incapacity Pay Boards (INCAP), supports Soldier Readiness Processes (SRP) and Case Management processes.
4. May serve as investigation officer, or as a member of an assembled investigating team as the medical professional subject matter expert to assist in investigations, when fully trained. Develop findings, recommendations, and follow-on corrective actions to address congressional, legal, administrative, and other inquiries. Investigate the validity of accidents, incidents, line of duty reports to ensure the organization's risk mitigation and safety measures are met within established standards. Response to inquiries is aligned with the Freedom of Information Act (FOIA), Health Insurance Portability and Accountability Act (HIPAA), and protection of personally identifiable information standards. 5. May provide limited leader responsibilities. Distributes and balances workload among employees. Gives on-the-job training to lower-graded employees. May approve emergency leave for assigned employees in extenuating circumstances. Provides input into annual performance appraisals. Resolves simple complaints and grievances, referring the more serious ones to the supervisor. Recommends training needs for employees. Provides input to the supervisor concerning selections, promotions, reassignments, recognition of outstanding performance.
6.Performs other duties as assigned.

GROUP I - All qualified Male/Female Commissioned Officer (O2/1LT-O5/LTC) currently employed (permanent) in the Virginia Army National Guard Military Technician Program.
GROUP II - All qualified Virginia Army National Guard Male/Female Commissioned Officer (O2/1LT-O5/LTC), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.
GROUP III - Individuals eligible for membership in the Virginia Army National Guard.
Military Grades: Commissioned Officer (O2/1LT-O5/LTC)
GENERAL EXPERIENCE: Applicant must have experience as a licensed, credentialed, and privileged as either Physician Assistant or Nurse Practitioner.
SPECIALIZED EXPERIENCE: Applicant must have at least 24 months of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:

Experience providing subject matter expert, technical, administrative advisory and guidance to customers, command, contractors, National Guard Technicians Civilians, and Active Guard Reserve personnel on all aspects of the state level SRP process.
