About the Position: The purpose of this position is to conduct field compliance reviews of all finance operations supported by Army Military Pay Operations worldwide CONUS/OCONUS. Incumbent will coordinate, document and resolve pay issues for the Army's Active, National Guard, and Reserve members. Conducts site reviews to determine operational compliance of DoD and Army policy, guidance and procedures.
Duties
Assists in the development, coordination, and evaluation of programs, policies, and procedures to support transition planning of Military Pay.
Use Military Pay expertise to support development of actionable products that are aligned with organizational priorities, goals, and controls for Military Pay operations.
Review MILPAY productivity reports from various systems; analyzing MILPAY transactions for accuracy and errors.
Controls and monitors suspense files, correspondence files, records distribution, reporting requirements, etc.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent subject to a One-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Incumbent must obtain the financial Management Certification Level 2
- Incumbent will perform Temporary Duty Travel (TDY).
- Must be able to obtain and maintain a Secret security clearance.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: Specialize experience is defined as one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes experience working with Military Pay and travel entitlements, military pay systems, providing technical advice concerning military pay regulations and policies; experience researching and analyzing issues related to military pay and entitlements; Coordinating with internal and external financial agencies such as DFAS to resolve complex military pay issues.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
