This vacancy is for an Emergency Management Specialist in the Office of Intelligence and Security, Office of Security within the Department of Commerce. The selected candidate will serve as an Emergency Management Specialist, responsible for planning and policies as they relate to emergency management, continuity, and emergency operations.

Duties

As an Emergency Management Specialist, you will perform the following duties: Plan, implement, and evaluate activities and initiatives supporting continuity, occupant emergency, and contingency planning to support the Department and interagency partners. Develop, test, and execute Department-level emergency preparedness programs by working with other federal departments and agencies, analyzing emergency management programs, offering solution alternatives to senior level officials, and managing emergency management programs and activities during a response. Plan, coordinate, and execute National Level Exercises as part of the National Exercise Program. Evaluate Test, Training & Exercise activities, identify and track corrective actions, and update respective plans and procedures. Develop and implement a multiyear TT&E schedule. Lead and participate in a variety of initiatives and programs focused on providing technical and administrative support related to overarching National Preparedness Policy and program-specific issues to implement strategies that apply an All-Hazards approach to risk mitigation. Ensure the Department's continuity and emergency management policies and procedures meet federal regulations. Support continuity policy planning and implementation serving as the Department representative in various national level interagency working groups. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The ZP-IV is equivalent to the GS-13/14 grade levels. To qualify at the ZP-IV level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the ZP-III or GS-12 in the Federal service. Specialized experience is defined as: Planning, implementing, and evaluating policies, procedures, and standards related to continuity and emergency management programs; Assisting with policy and programmatic efforts at the Department-wide level; and Monitoring operational status and impacts to personnel, facilities, and operations.
