The primary purpose of this position is to performs a variety of transportation classification, administration, and procurement tasks pertaining to the OCONUS/CONUS shipments of hazardous materials and general supplies, tools and equipment by rail, motor, air, water, and miscellaneous means.

Duties

Determining most efficient and economical rates and routes for the movement of freight when: Receives shipping requests or other authority for shipment. Movements of government freight are made to nationwide and worldwide destinations. Determines freight classification for a variety of unusual and standard items, some of which have no recorded or published classifications. Conducts pre- and post-audits and maintains shipping documentation, and performs Carrier Evaluations. Conducts pre-audits prior to the payment of freight bill processed in Cargo Operation Movement System (CMOS) and billed to U.S. Bank Syncada. Provides technical guidance and advice on problems in all phases of outbound/inbound shipping. Serves as the functional expert on the automated within the 60 Air Mobility Wing's Aerial Port Squadron. Assists other personnel in assigning proper classification to items received as new stock.

  • Work environment requires the wear of safety protective gear.
  • May be required to work any shift and/or weekends as special projects and mobility dictates.
  • May be required to travel away from the normal duty station to arrange for the shipment and receipt of contingency and deployment cargo.
  • This is a drug-testing designated position. The incumbent is subject to random testing for drug use.
  • A valid driver’s license may be required to operate a motor vehicle.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of DoD and Air Force Regulations, Dangerous/Hazardous Article Tariffs, and International Air Transportation Association Publications, policies and instructions, and publications relating to the movement of freight in order to affect shipment of various commodities and resolve frequent problems. Thorough knowledge of tariff rates and related and regulatory guidance for the movement and routing of all types of freight. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of standards, route orders, and classification rating guides. 2. Knowledge of a wide range of commercial tariffs and tenders to properly rate freight shipments. 3. Knowledge of transportation regulations, methods, and techniques relating to the movement of freight in order to affect shipment of commodities. 4. Knowledge of a wide variety of freight. 5. Ability to interpret and apply instructions. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
