This position serves as an Education Program Specialist in the Center for Employee Development (CFED) at the Cheyenne Veterans Administration (CVAMC) in Cheyenne, WY which employees approximately 1200 employees. The Education Program Specialist serves the needs of the CVAMC which is a Level 3 facility that serves more than 23,000 Veterans located across Wyoming, Northern Colorado, and Eastern Nebraska.
Duties
Major duties include but are not limited to:
Serving on several facility and VISN level committees.
Administering assessment design, and implementation of medical center-wide strategic succession planning needs for 5 years and beyond; integrating employee development in consonance with strategic plans; administering the leadership development programs/evaluations; implementing of various training needs.
Coordinating education programs closely in conjunction with Medical center initiatives, Quality Management Plans, High Reliability Organization design, and VA wide policy.
Serving as Program Manager for leadership development programs such as LEAD, LDI supervisory training, long-term training initiatives, Redi and Emerging Leadership ensuring all are in accordance with the Medical Center's succession plan.
In accordance with VHA VISN and Medical center policies, writes and publishes training Medical Center Memorandums, correspondence, annual training guidance, and internal operating procedures.
Executing proposed changes to long range plans and assesses impact on program requirements, ensuring resources, including funds are procured to support training requirement by compiling and analyzing resource data from numerous sources, and programs and certification programs to modernize the employee's skill base facility wide.
Coordinating with a variety of training sources to include government, non-government, colleges and universities, and distance learning vendors to develop and implement trainings plans.
Assisting with the management of all aspects of education and training processes within the Medical Center, including administrative policies and procedures, curriculum, accreditation and certification requirements, instructional methods and techniques, adequacy and utilization of training aids and devices, facilities equipment testing, and student counseling.
Consulting with managers to create formal client-manager partnerships and possible client-teams inclusive or bargaining unit representatives, conducts assessments of training needs and formulates training agreements.
Developing policy instructions and procedures governing the overall management of the training program.
Responsible for accomplishing and directing activities related to analyzing, reviewing and interpreting guidance/requirements from Central Office and other government and nongovernmental agencies to ascertain relative significance and impact on mission, other requirements, and operating programs; policies and procedures; establishing automated systems to monitor the progress of training material development.
Performing data analysis of collected data to make recommendations to staff regarding developing trends, situations, required actions, and other mandatory requirements.
Developing recommendations and/or proposed courses of action on all training programs to meet requirements.
Developing and maintaining statistics used in analyzing and evaluating the training program and statistical data in determining accomplishment as compared to established goals or targets.
Working with the Employee Education System to update online training records as needed.
Providing graphic information to senior leadership as necessary, depicting current and projected status and trends of major operations of workforce development.
Providing consultation service to staff as required.
Initiating review procedures.
Analyzing, isolating, and identifying those which are inadequate and proposes new programs, policies, or procedures and/or making recommendations for revisions/corrections.
Serving as program integrator for the internal and external coordination of training development matters to include timely liaison with academic personnel.
Attending discussions, meetings, and conferences to acquire and maintain familiarity with requirements and objectives of assigned programs, analyzing overall requirements.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
All applicants for the Education Program Specialist Series(1720) must meet one of the following Basic Individual Occupation Requirements to be eligible for qualification:
Degree: Successful completion of a full-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in educations courses; OR
Combination of Education and Experience: Includes at last 24 semester hours in a field related to work of the position to be filled, of which at least 9 semester hours must have been in educations courses, plus four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series; OR
Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university; OR
At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.
You may qualify based on your experience and/or education for GS-11 as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience developing training courses and/or programs; experience instructing courses/programs curriculum; experience gathering, analyzing, and trending pertinent data; experience developing and implementing recommendations or designs program enhancements; experience gathering analyses for determining and/or making recommendations; experience coordinating educational program/projects such as meetings conferences, information gathering and contract negotiations; OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree; OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
