This National Guard position is for a LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D1232P02 and is part of the FL JFHQ, National Guard.

Duties

As a LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), GS-0346-11, you will serve as an advisor to the Supervisory Logistics Management Specialist on all Combat Service Support (CSS) STAMIS systems and Automated Logistical Programs. Identify funding requirements to support SASMO operations, justify and submit budget requirements for State operating budget, and execute funds received. Serve as a Systems Administrator for all STAMIS systems and Automated Logistical Programs and as the technical expert within the state/territory responsible for providing technical and functional guidance for serviced STAMIS and Automated Logistical Programs. Troubleshoot diagnostic and resolution of technical problems identified in trouble tickets and initial setup of serviced STAMIS computers. Serve as the primary point of contact for Functional Administrators and users of the serviced database(s). Provide direction and guidance to supported CSS STAMIS users in the submission of automated systems problem reports and/or change proposals. Serve as the primary point of contact on all CSS automation continuity of operations plan (COOP), development, and execution. Perform quasi-supervisory duties and responsibilities of the office such as planning overall work operations, setting priorities, and establishing objectives for the mission of the office.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Security Clearance requirements are determined by position and/or MOS/AFSC compatibility.
  • Participation in direct deposit is mandatory.
  • May be required to successfully complete a probationary period.
  • Males born after 31 December 1959 must be registered for Selective Service.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLARNG BUS Code NG5022: This position is "included" in the bargaining unit and eligible for labor organization representation. If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. INDEFINITE APPOINTMENT-State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. GENERAL EXPERIENCE: Must have experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-11 Must have at least 1-year equivalent to at least next lower grade level; experience, education, or training which includes identifying activities involving logistical support operations; experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan; experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan; experience identifying delays or problems and developing corrective actions.
