About the Position: Serves as Equal Employment Opportunity (EEO) Specialist for the Wilmington District, assures that the EEO program is administered. The Wilmington District provides quality, professional and comprehensive engineering, construction and other value-added services to our civilian, military and interagency stakeholders, customers and partners across the state of North Carolina and select regions of the Commonwealth of Virginia

Duties

Design and implement programs, addressing cross-cultural communication, social movements, and/or social dynamics, to meet agency equal employment needs. Analyze the Organization's personnel management practices such as, recruitment, promotions, awards, training, disciplinary/adverse actions, grievances, and complaints, to ensure EEOC Management Directive 715 objectives are enforced. Communicates with the activity commander, management of all levels, employees, and external contacts on the Equal Employment Opportunity Programs on topics such as program objectives and potential problems in relationships with protected groups. Provide applicable parties such as managers, employees and applicants counsel, with advice and technical guidance on complaint process procedures.

Specialized Experience GS-11: One year of specialized experience which includes managing and administrate a process that requires both verbal and written communications with a diverse group of employees and managers in accordance with authoritative policies; ensure procedural and schedule milestones within a process are met; perform research and analysis of information or data that is used to make recommendations, implement process changes, and achieve organizational goals. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Specialized Experience GS-12: One year of specialized experience which includes managing and evaluate a comprehensive EEO Program, providing both verbal and written communications with commanders, senior leadership, managers, and employees in accordance with authoritative policies; ensure agency compliance with statutory and regulatory guidance; conduct studies, organizational reviews, and analysis, making recommendations, implement process changes, and achieve organizational goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
