The primary purpose of the position is to perform as the assistant of the Chief of the Environmental Management Service (EMS) in the Northern California Health Care System (NCHCS). He/she serves as ancillary to the Hospital Housekeeping Officer (GS-13) and Deputy Hospital Housekeeping Officer (GS-12); shares the duties, responsibilities, and authorities assigned by chief at the VA Northern California Health Care System (VANCHCS) to include East Bay and Sacramento Valley Divisions.

Duties

Major duties include, but are not limited to the following: Directly responsible for the planning, development, implementation, monitoring, evaluating, and controlling of program operations. Maintaining an effective model for sanitation practices and procedures, equipment maintenance and control, quality assurance of textile and cleaning procedures, and contractual agreements between NCO 21 and contractors. Responsible for training, counseling, disciplining, evaluating, and promoting the growth of employees within the program. Evaluates and issues performance appraisals. Interviews candidates for positions in the service and approves appointments, promotion, or reassignment to such positions in the chief or deputy chief's absence, or when needed to fulfill the needs of the service. Assists with the planning, organizing, directing, evaluating, and management process for the program that includes setting qualitative and quantitative standards. Develop and implement organizational structures and operating plans and procedures to achieve program goals, monitor effectiveness and efficiency of operations within the established framework, and adjusting as necessary. Develops new or revised technical or management guidance material for VANCHCS use. Resolves difficult and complex technical, project management, and organizational problems using innovative and original approaches. Responsible for developing standards, planning, and administering environmental health programs; and assisting the Chief with the management of all operations of the Environmental Management Service and assuming, in its full capacity, as the service chief or deputy service chief in their absence. Conducts surveys and implements measures to control the spread of diseases and other health hazards or conditions; determines sources of, and methods to eliminate or control, insect and rodent breeding and harborage. Develops and applies an internal Quality Assurance program or maintains the existing program to include amendments and nation-wide changes; conducts housekeeping management review and improvement inspections with higher-level leadership. Oversees services provided through contractors. Evaluates performance against contractual requirements and/or performance standards. Responsible for all equipment used by the staff of the service in the day-to day operations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing environmental cleaning for all patient units, clinics, public, and administrative areas within the Medical Center. Selecting appropriate cleaning procedures, controls and monitors to ensure that all sanitation requirements are properly and efficiently addressed. Conducting orientation and in-service training, including standard cleaning methods and procedures. Assisting in creation of sanitation standards and establishing effective staffing. Testing new products, equipment, and technology to ensure that such items meet industry standards. Obtain, store and deliver all necessary supplies used within the sanitation operation. . Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Assignments regularly involve long periods of walking to the various areas provided support, as well as bending, stooping and moving equipment. Heavy lifting and carrying 45 pounds and over; straight pulling: up to 2 hours; pushing up to 4 hours; reaching above shoulders; use of fingers; walking, standing, crawling, and kneeling up to 2 hours; repeated bending up to 4 hours; climbing - use of legs and arms; depth perception and ability to distinguish colors.
