As an Equal Opportunity Investigator (Pathways Recent Graduate Program) at the GS-1860-7, you will be part of Birmingham District Office, EEOC. If selected, you will be responsible for investigating simple cases and assigned segments of more complex cases involving employment discrimination.
The Pathways Recent Graduates Programs is open to all eligible students and recent graduates regardless of age, including older individuals and veterans who are students and recent graduates.
Duties
Receives inquiries and charges/complaints of employment discrimination under the federal statues enforced by the Commission.
Interviews potential charging parties, informs them of their administrative and legal rights and responsibilities under the laws enforced by the Commission, and conducts a preliminary review of information gathered to determine jurisdiction.
Obtains documentary and testimonial evidence that is relevant and material to the resolution of the issues under investigation through witness interviews and affidavits, written requests for information, on-site investigations, research, etc.
Conducts on-site investigations during which the respondent facilities are inspected, witnesses are interviewed, and personnel and
other records are examined and copied.
Drafts charges and complaints for review and approval of supervisor and takes affidavits of charging parties/complainants, as appropriate.
Drafts a thorough and well-written report of investigative findings citing specific testimonial and/or documentary evidence, as well as applicable case law, policies and precedents relied upon.

Qualifications
Pathways Recent Graduates Program Eligibility
The Pathways Recent Graduates Program is open to all eligible graduates regardless of age. To be eligible for the Pathways Recent Graduates Program, one of the following requirements must be met:
Must have obtained a qualifying Associates, Bachelor's, Master's, Professional, Doctorate, Vocational or Technical degree or certificate from a qualifying educational institution, within the previous 2 years.
Veterans, as defined in 5 U.S.C. 2108, unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.
Note: Current students may apply if they are in the final semester of degree/certificate program. You must include your expected date of graduation on your resume. you must submit the following at the time of application: A copy of your unofficial transcripts from the educational institution you attended attesting to your education completed to date. Your unofficial transcripts must reflect: (1) your name; (2) overall grade point average (GPA); AND (3) Degree Type (e.g., Bachelor's, Master's, etc.) and Degree Major. If selected, you must submit an official transcript that confirms the date your degree was conferred prior to appointment. Failure to submit proof of degree/certificate completion will result in the withdrawal of your application from consideration for this position.
To Qualify for the GS-7: You must have at least one year of specialized experience, equivalent to the GS-05 level in the Federal service, such as:
Assisting with investigative duties designed to develop information, with planning and conducting investigations, with refining investigative methods and techniques used.
Assisting with fact gathering, that resulted in preparing a written report of the facts.
Writing in a clear, concise, and organized manner.
OR One full year of graduate level education directly related to the position.
OR Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND must meet one of the following criteria: (1) class standing, (2) grade-point average, or (3) honor society membership.
OR Equivalent combinations of education and experience are qualifying for this grade level.
Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All Education must be accredited by an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement.) Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing if selected.
