This Job Opportunity Announcement may be used to fill other Operations Research Analyst, 1515, 12, FPL GS-12 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Duties
Utilizes professional knowledge of mathematical, statistical, econometric, and other scientific methods and techniques to perform a variety of Cost Analysis duties in support of PPSI and the Census Bureau.
Assists in the development of independent cost estimates (ICE) as part of a team under the general direction of a supervisor.
Selects methods and applications of data, cost and economic analysis related to the lifecycle of surveys, censuses, and information systems.
Supports higher-level analyst or team in reviewing and analyzing data, estimates and/or reports, to ensure correct format, technical accuracy, and compliance with Census Bureau, and GAO guidance.

Minimum Education Requirement: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
AND
Specialized Experience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. Experience for this position includes experience developing and maintaining complex independent lifecycle cost estimates using appropriate tools and methodologies. Using automated commercial tools for cost modeling, quantitative risk and uncertainty analysis, decision analysis, and workforce optimization. Communicating orally and in writing to convey complex study plans, findings, constraints, requirements. Applying professional cost analysis training, improving skills of others though interactions with internal and external agency cost and program analysts. Developing comparative studies to assist executive stakeholders in selecting approaches to meet capability needs.
Education: Education cannot be substituted for experience at this grade level.
