The positions are located in the Western Region Los Angeles Office within the Bureau of Consumer Protection. The employee assists attorneys and other staff in investigations, litigation and other activities and provides administrative/secretarial, document management and clerical support.

Duties

If selected for the Legal Administrative Specialist position, you will perform the following duties: Participates in planning, analyzing, evaluating, and improving the effectiveness of administrative and technical operations related to investigations and litigation. Provides guidance and support on solutions available for the management of documents, records, and case files (both electronically and-hard copy). Uses computer databases to assist in document management and factual or legal research. Encodes and conducts data entry of case or project materials into computer, and retrieves and analyzes materials. Assists paralegals and attorneys in establishing and maintaining document management systems and files for individual investigations, litigation, and other special projects. Provides assistance to attorneys and other support staff by monitoring court dockets and discovery schedules; formatting, preparing, redaction and filing documents such as memorandums, motions, summons, subpoenas, discovery requests, discovery responses, and briefs; assisting with preparing, organizing, and maintaining discovery requests and responses, pleadings, subpoenas, charts that will be used as exhibits, exhibits, exhibit lists, and case files; and proofreading and performing quality control checks for all documents related to investigations and litigation. Develops knowledge of the FTC's document management systems and maintains an understanding of various electronic litigation-related systems, including but not limited to document management software such as Relativity, CaseMap, the FTC's e-filing system for administrative adjudications, the United States Federal Court Electronic Case Filing (ECF) system, and the Public Access to Court Electronic Records (PACER) system. Assists investigators, paralegals and attorneys in performing non-legal research or analyses, including researching, reviewing, preparing, or presenting data, records, or information management or making recommendations about the same. Research may include using FTC records, library resources, corporate records, governmental and private studies, computer databases, the internet, and other pertinent sources, to find facts and data for inclusion in memoranda, briefs, and other legal documents. Provides end-user support, including printing, tagging, searching, retrieving, and analyzing discovery materials submitted by parties and third parties in investigations and litigation. Prepares and maintains status reports regarding RO matters under investigation and in litigation, and other special projects within the Office, including monthly reports that track RO staffing, the status of matters, and the substantive nature of investigations and litigation. Performs miscellaneous legal support duties and other administrative tasks necessary to support the day-to-day operations of the RO, including handling Steno, FedEx, mail, records checks, reviewing complaint caption vs. Matter Management System (MMS), scanning, copying, answering and screening phone calls, referring complaints to the Consumer Response Center (CRC), setting up virtual meetings and greeting visitors. Acts as a backup to the Administrative Officer on tasks including handling timekeeper duties such as handling leave and timesheet validation in Quicktime, travel preparation, authorizations, vouchers and expense reports, Matter Initiation Notices (MINs), and Matter Update Notices (MUNs).

Qualifications

To qualify for a Legal Administrative Specialist at the GS-09 level, you must meet the following requirements: You must have completed a completed a Master's or equivalent graduate degree; or have two full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related. OR You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing a full range of administrative and clerical assistance and support to support regional office (RO) operations related to investigations and litigation to include: planning, analyzing, evaluating, and improving the effectiveness of administrative and technical operations; establishing and maintaining document management systems; formatting, preparing, redacting and filing documents; proofreading and performing quality review of documents; effectively communicating orally and in writing; assisting investigators, paralegals and attorneys in performing non-legal research or analyses, including researching, reviewing, preparing, or presenting data, records, or information management or making recommendations about the same. OR You must have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

If you qualify on the basis of education in lieu of experience, you must submit a copy of your transcripts . Unofficial transcripts will be accepted in the application package; however, official transcripts will be required prior to receiving an official offer.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
