Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to serve as an Airman and Family Readiness Operations Manager in the Airman, Family, and Community Operations Branch.

Duties

Manages Air Force operations for assigned Airman and Family Readiness Flight program(s). Develops, coordinates, revises and evaluates training initiatives to meet current and forcasted MAJCOM and base-level requirements for both service providers and customers. As an Air Force expert on asssigned programs, provides authoritative technical guidance, conflict resolution, and information within AFPC, to base-level, Airman & Family Readiness Flights, customers, commanders, major commands, Air Staff, Department of Defense and other entities as appropriate. Maintains familiarity with and ability to perform in, all branch-managed programs to ensure continuity, provide comprehensive service, and participate in special projects.

Qualifications

This position is obligated to the former incumbent and has return rights to this position under 10 U.S.C. 1586. Upon the employee's return you are subject to being displaced from this obligated position. Every effort will be made to find an equivalent position for you at the same grade for which you qualify within the commuting area without loss of seniority, status, or tenure. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, 0101 Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: behavioral or social science; or related disciplines appropriate to the position. Note: You must submit a copy of transcripts. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Note: You must submit a copy of transcripts. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of Family Readiness Services to include transition/relocation Assistance, personal financial management, career focus (spouse employment), family life education, information and referral, volunteer resource, dependent education, severely ill/injured and aid; knowledge of personnel management, benefits and entitlements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Airman & Family Readiness Flight programs, transition-related programs, and applicable DoD and AirForce guidance is required. Knowledge of the military structure, personnel management, military benefits and entitlements. Knowledge of Civilian personnel policies and procedures is beneficial. Knowledge of Legislative and Executive intent in the application of law to Air Force policies on Airman & Family Readiness Flight programs is required. Requires considerable skill in the development of policies and programs based on very broad guidelines and limited precedents. Ability to communicate effectively, both orally and in writing is required to prepare presentations and reports. Knowledge and ability to conduct research, analyze pertinent data, and develop sound recommendations. Skill in dealing effectively with all ranks/grades; sister Services' program managers, DoD, other federal and state agencies, national professional organizations, and civilian entities when explaining, negotiating, or implementing Air Force policy and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
