The primary purpose of this position is to serve as Marine Traffic Controller for the Third Port, Ft Eustis, VA and approach channels. Directs all marine traffic transiting the port taking into consideration limitation of water depth of Skiffs Creek and the James River Regulates movement of and controls the dispatching, location, and assignments of all vessels.
Duties
Traffic Control: Serves as central marine traffic controlling and primary decision maker for all vessel transiting, mooring, and docking the Third Port area.
Centralized communication and Dispatching: Serves as focal point for centralized communication, coordination, and dispatch of FP boat patrols and for first response to emergencies on Third Port land or water.
Weather: Responsible for the monitoring of atmospheric conditions (velocity of current and wind, the possibility of sudden appearance of vapor or fog in the area, cross winds, approaching storms), tonnage and draft of the vessels desiring passage in relation to port restrictions handling characteristics and radar facilities, if any, when taking decisive action.
Operates Patrol Watercraft to conduct periodic security patrols of the nearly 22 miles of waterside perimeter with Military Police. A US Coast Guard, US Army or Navy marine license is necessary.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
EDUCATION: Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. For Marine Transportation Specialist positions, education obtained in a Federal, State, or other accredited Merchant Marine Academy is qualifying.

SPECIALIZED EXPERIENCE (for positions above GS-5): For positions other than Marine Transportation, experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations.
For Marine Transportation positions, experience in:
Planning, directing, and supervising cargo or bulk petroleum movements such as:
Embarkation and debarkation, cargo loading and discharge.
Formulating marine transportation itineraries and routings according to commercial cost factors and tariffs.
Formulating marine transportation traffic plans for personnel and cargo.
Scheduling ships.
Developing, analyzing, or evaluating cargo lift capabilities.
Preparing statistics for planning operations of ships, or formulating budgetary estimates of cargo transportation costs.
Serving as a licensed merchant marine deck or engine officer or naval deck or engine officer.
OR
Ship chartering negotiation or administration, such as:
Chartering commercial ships and space.
Reviewing and approving ship operating and damage expenses and marine insurance premiums.
Investigating ocean carrier claims for ship damage.
Reviewing and recommending action on cargo shortage and damage claims.
Analyzing and applying appropriate precedents and regulations.
Establishing rates with commercial carriers for special cargoes according to market conditions.
Analyzing statements of ship operating costs, and preparing estimates to adjust rates or determine the most economical method of transportation.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of Marine Traffic Controller work including knowledge of weather and sea conditions, communicating operation principles and Harbor Radar Surveillance equipment. Must be knowledgeable of various communications media to include WF, H/F and bridge to bridge. Must be knowledgeable of emergency radio procedures.

EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Ability to evaluate various weather and tidal data.
Knowledge of various types of US Army marine vessels, as well as Navy, Coast Guard and various agency vessels and their characteristics and the hydrography and hydrology of the Skiffes Creek and James River in order to direct marine traffic through the waterway.
Skill in communicating orally using accepted marine radio communication techniques and equipment to include, but not limited to, VHF bridge to bridge and telephone. Must be knowledgeable of emergency radio procedures.
Ability to prepare and maintain detailed, accurate written logs and records.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
