Duties

Provides technical direction, coordinates, and performs inspection of work on various civil works construction projects including the materials, methods, and tools used in construction of navigation channels and structures. Documents data and clear factual field investigation reports to assess the correct information claimed by contractors by writing reports and findings in a succinct and organized manner. Expresses information to individuals or groups effectively, considering the audience and nature of the information, and responds appropriately. Knowledge of the principles, methods, tools for developing, scheduling, coordinating, and managing projects and resources to include monitoring, inspecting costs, work, and contractor performance on projects involving navigation channels/structures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires some physical exertion to include long periods of standing, walking over uneven or slippery terrain, recurring bending, stooping, and lifting of items weighing less than 50 pounds.
  • Must undergo and pass a pre-employment physical, then annually thereafter.
  • This position involves regular and recurring exposure to moderate risks and discomforts such as dust, odors, fumes, engine exhaust, high levels of noise, electrical hazards, moving machinery, and outdoor conditions.
  • Involving exposure to rain, hot/cold weather, stinging insects (possible reaction – anaphylactic shock) and poisonous plants may be encountered. The work environment requires special safety precautions and the wearing of special protective gear.
  • Must be able to swim to the standard of the American Red Cross Level II (Basic floating techniques and free style swim) or equivalent certification.
  • The duties of this position require the ability to transfer between shore point and vessels under potentially adverse conditions.
  • The duties of this position require procurement of a boat operator's license via the Army Corps of Engineers.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Incumbent will be on call 24 hours a day during emergency situations - overnight stays and shift work may be required.
  • The duties of this position require travel up to approximately 25% of the time.
  • Incumbent may be required to work weekends and/or holidays.

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Providing and maintaining quality assurance and contracting oversight on projects; 2) Providing guidance to customers on the acceptability and applicability of related contractual matters to achieve desired products or services; and 3) Administering contracting actions to address concerns or issues between all parties involved. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
