This position is located in the Federal Electronic Health Record Modernization (FEHRM) Office within the Program Executive Director (PED) Office for the Department of Veterans Affairs (VA) Electronic Health Record Modernization (EHRM) Integration Office (IO), within the Office of the Deputy Secretary of VA (DEPSECVA), where the incumbent serves as a Deputy Director (Workstream Lead), Program Integration.
Duties

Supports the Program Integration Director to execute FEHRM program integration strategy to ensure achieving long and short-term mission objectives. Establishes and aligns objectives for program integration success. Coordinates designing detailed integration plans and resources requirement across all teams and stakeholders. Accelerates workstreams, lead cross-workstream projects, drive alignment on dependencies as needed. Monitors implementation, calendar, milestones, reviews. Builds strong relationships with business partners and stakeholders. Develops comprehensive program status reports and authors congressional testimony and responses to inquiries rom Senate and Congressional Members and their staffs.
Manages congressional/audit program requirements, objectives, and metrics and resolves conflicts and differing opinions between agencies, resources, responsibilities, and requirements. Develops proactive engagement strategies, policy, and procedures and resolves critical coordination issues. Coordinates policy guidance with other department experts for implementation in existing processes. Ensures that a common understanding of requirements is achieved and identifies areas or topics of particular interest or sensitivity, requiring the use of IT programs and data sharing methods to exchange concepts, concerns, and decisions. As an executive advisor on all internal and external communications, integrates disparate messaging inputs and ensures consistency across all media, congressional, acquisition oversight, and other internal platforms. Ensures communications objectives are clearly articulated and executed by support teams and Program Management Offices.
Work Schedule: Monday through Friday, 8:00am-4:30pm

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required as the work requires some walking and light lifting. Coupled with the stress of tight deadlines and the critical nature of the work, the position requires someone who possesses stamina, resiliency, and the ability to concentrate on the work despite considerable distraction. Travel by car, plane, and/or train may be required up to 25% of the time.
