The Primary Purpose of this Position is: To provide or obtain a variety of management services:
administrative, management and program analysis, strategic planning, budget and finance, human
resource management, supplies, equipment, services, space, and material; and to represent the service,
the Lab Manager and the Service Chief in all administrative, and some clinical matters, that cross service
lines in the VA Northern Indiana Health Care System.
Duties

Provides the Service Chief and Lab Manager with full information and specific recommendations
concerning administrative aspects of managing PALMS. Such recommendations will require a
thorough analysis of problematic situations and clear understanding of VHA guidelines that may
apply.
Represents the Service Chief or Lab Manager at various meetings within the Medical Center,
throughout the VISN, with other clinical laboratories, affiliate universities, or with other grant or
administrative oversight agencies.
Participates in management meetings, which involve PALMS needs and makes
recommendations that influence decisions.
Regularly assists the Service Chief and Lab Manager in problems involving the day-to-day
functioning of the center.
Performs budget execution functions to ensure that expenditures are consistent with budget
formulation plans as the fiscal year progresses. Possesses full authority for and manages all fund
control points.
Develops the need for and maintains an awareness of available resources, and makes
recommendations to Medical Center management regarding needs, distribution, or
redistribution of these resources.
Creates and maintains records on personnel salaries for budgetary purposes.
The position serves as a certified Contracting Officer's Representative (COR) for contract
development and management of quality monitoring. Represents PALMS as certifying officer,
COR, and management official.
Serves as key figure in manpower utilization, assuring recruitment and retention within
approved ceilings, initiates requests for recruitment; interviews and selects employees.
Sets priorities and establishes schedules; outlines performance plans; recommends promotions
and awards; identifies training needs; keeps employees informed; provides counsel; and
recommends disciplinary action as required.
Provides administration of reporting, evaluation, and fee requirements associated with the Accreditation of the organization.
Ensures that all procurements utilizing the purchase card are within the authorized spending limits and documented with a Purchase Card order in IFCAP system within the required time frame.
Work Schedule: Monday - Friday, 7:30 - 4:00 p.m.

Qualifications

In order to qualify at the GS-11 level you must meet one of the following:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, in the normal line of progression for the occupation in the organization. Specialized Experience for this position is experience managing budget as Contracting Officer's Representative (COR) or purchase card holder;
keeping meeting minutes; and utilizing computer programs (i.e. Microsoft Offices).
Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPT REQUIRED)
OR
Combination of Education and Experience: An equivalent combination of education above a Master's Degree and specialized experience equivalent to the GS-9 grade level to qualify for this position? (TRANSCRIPT REQUIRED)

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates.
