This position serves as the Administrative Officer for the Associate Chief of Staff (ACOS), Specialty Care. This is a management position that has the clinical operations authority in conjunction with the ACOS Specialty Care, Chief of Business Offices, and the Chief Nurse for Specialty Care for the day-to-day operations of Specialty Care.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties and Responsibilities include: Responsible for the ensuring the development and implementation of appropriate medical center policies and standard operating procedures under the purview of the Specialty Care (SC) Service. Ensures the service is following new and revised national directives, memos, and handbooks. Establishes procedures to meet accreditation standards and consistently monitors to ensure services provided meet nationally accepted standards. Oversight responsibility for the administration of health care delivery systems and administrative operations related to the service at the main medical center and Community-Based Outpatient Clinics (CBOCs). Responsible for the development, implementation, and compliance of quality improvement activities. Carries all non-clinical responsibilities and assignments given to the Associate Chief of Staff - Specialty Care, to include but not limited to development and oversight of medical service contracts, personnel management, patient experience, equipment and supply procurement and management, and clinic access. Serves as the Contracting Officer Representative (COR) for medical service contracts needed for the provision of essential patient care within the medical center and CBOCs. Responsible for the day to day administrative management of the service and flow of clinics. Assures administrative changes are not in conflict with long-range program goals, hospital/VISN initiatives, or the fiscal solvency of the program. Evaluates and monitors administrative activities and makes recommendations for program improvements. Performs other related duties as assigned. Qualifications

All qualifications requirements must be met by the closing date of the announcement. In order to qualify at the GS-11 level you must meet one of the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-9, in the normal line of progression for the occupation in the organization. Specialized Experience for this position is experience utilizing a wide range of analytical and evaluation methods, both qualitative and quantitative, to manage and develop program effectiveness and improvement for a medical clinic, procedures, and urgent care management; and skill in applying management and analytical principals, processes, methods, and techniques in order to develop constructive recommendations for solving complex problems and improving the effectiveness of services offered in the clinics. OR Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPT REQUIRED) OR Combination of Education and Experience: An equivalent combination of education above a Master's Degree and specialized experience equivalent to the GS-9 grade level to qualify for this position?
