Duties
Serves as the primary leadership position providing direction, coaching and support to facilitate problem solving and accomplishment of Field Office goals and programs.
Responsible for making decisions that sustain the health, diversity, and productivity of the public lands for the use and enjoyment of present and future generations.
Determines work priorities for the Field Off ice and directs accomplishment of the approved Annual Work Plan (AWP).
Operates multi-million dollar Field Off ice programs within budgetary limitations and apportionments.
Assigns work based on priorities and capabilities of subordinate supervisors and employees; reviews work for adequacy and accuracy, policy and regulatory compliance and application.
Imparts guidance and instructions to employees. Establishes goals for employees in order to accomplish management objectives.
Responsible for selecting employees for vacant positions; establishing performance standards and evaluating performance; identifying developmental and training needs of employees; and recognizing and awarding employee performance.
Responsible for staffing positions with best-qualified individuals, and for training and development of personnel within their respective specialties as well as in other disciplines related to the Field Off ice and BLM-wide programs.
Responsible for maintaining a sound organization that effectively and efficiently uses personnel, equipment, materials and financial records.

- Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory probationary period if one has not previously been completed.

Qualifications

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify at the GS-13 level you must meet the following: Specialized Experience: One (1) year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service administering or managing multi-disciplinary natural resource programs and developing and maintaining effective relationships and communications both orally and written with a variety of groups, such as local, State and Federal agencies, tribal governments, advisory groups, congressional staff, interest and user groups, private organizations, and the media.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Normally works in an office setting with occasional trips to the field. Occasionally required to walk moderately long distances over rough terrain during normal fieldwork.
Work Environment: Office work is accomplished in an adequately lighted and heated facility. When in the field, subject to injuries when walking in rough terrain and exposure to uncomfortable hot and cold temperatures. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
Education
There is no substitution of education for experience at the grade level(s) of this announcement.
